Quantum Defence Innovation Secure Hub Launched by Minister McGuinty

Minister David J. McGuinty announced the launch of the Quantum Defence Innovation Secure Hub (DISH) under the Bureau of Research, Engineering and Advanced Leadership in Innovation and Science (BOREALIS) in Calgary. This hub, led by a University of Calgary consortium, will receive $20.3 million over two years to establish and operate secure facilities for government, industry, and academic collaboration on quantum sensing, communications, navigation, computing, and decision support. The Quantum DISH aims to strengthen Canada's operational agility in defence, specifically in response to emerging threats such as GPS spoofing. The initiative expands Canada's network of Defence Innovation Secure Hubs, joining the Maritime DISH pilot and the Uncrewed Systems DISH, and is expected to accelerate the transition of quantum technologies into mission-ready applications.

Minister McGuinty Concludes Alberta Visit with Defence Innovation Announcements

During a two-day visit to Alberta, Minister McGuinty met with Canadian Armed Forces members, researchers, industry leaders, and community partners, with his itinerary including the University of Calgary and CFB Suffield. Notable announcements included a $20.3 million investment in the Quantum Defence Innovation Secure Hub and $415,000 funding from NRC IRAP awarded to Landing Zones Canada for RPAS flight control software. The Medicine Hat-based company will use the National Research Council of Canada Industrial Research Assistance Program funding to advance defence readiness projects. Military infrastructure upgrades at CFB Wainwright were also addressed, with a $12.7 million Energy Performance Contract awarded to MCW Custom Energy Solutions Ltd., scheduled for completion by December 2030. Canadian Space Agency Redirects Canadarm3 Investments for Artemis Lunar Missions

The Canadian Space Agency announced plans to repurpose current Canadarm3 investments to support lunar exploration in alignment with the Artemis program. Drawing on work with MDA Space, CSA will adapt robotics technologies for a range of lunar operations, including logistics on the Moon and potential use in low Earth orbit projects. The strategy positions Canadian capabilities for early deployment, validating robotics for lunar activity and opening opportunities for space station commercialization. Funding Announced for West African Education, Research, and Security Initiatives

Minister Anita Anand announced over $85 million in funding for projects in Benin, Côte d’Ivoire, and regionally. Educational components include the Bénin numérique: entrepreneuriat féminin en agroalimentaire et tourisme project ($5 million), local school meal models ($992,700 via IDRC), and resilience and food diversification in Côte d’Ivoire ($986,400 via IDRC). Research-focused funding supports women’s clean energy participation (WOCEWA, $1.5 million via IDRC) and regional security, with $3 million allocated to I-TRACE (INTERPOL) for disrupting criminal and terrorist financing. Additional investments reinforce financial inclusion for informal sector entrepreneurs ($899,600 via IDRC) and school feeding capacity, while NSIA Banque Côte d’Ivoire receives approximately $65 million in loan financing through FinDev Canada to expand SME access, especially for women entrepreneurs.

Biographical Notes Released for Diplomatic Appointments

Global Affairs Canada published biographical notes for diplomatic appointees. Jonathan Brasnett, with a background in Asia Pacific Policy Studies and Political Science, previously served at the Embassy to China covering consumer products, innovation partnerships, sanctions, and human rights. Julie Crowley has managed environmental and oceans law, corporate governance, and African regional relations. Her recent roles included IDRC director for Central and West Africa and Canadian high commissioner in Rwanda and ambassador to Burundi. Marie-Andrée Lévesque has experience in trade policy negotiations, including the Canada-US-Mexico Agreement, and was director of Multilateral Trade Policy during Canada's G7 presidency in 2025.

Law Commission of Canada Releases Sixth 'What We Heard' Report
