Commission extends Blue Book traineeships to vocational graduates
On 15 July 2026, the European Commission updated its flagship Blue Book traineeship programme, establishing a unified framework that opens eligibility to vocational education and training (VET) graduates. The new rules, in line with the objectives of the Union of Skills, broaden access to high-quality traineeships across Europe and address barriers to participation through improved financial allowances. The revised system introduces anti-harassment, non-discrimination, and geographical balance provisions aiming for fairness and inclusivity. The next application window will run from 22 July to 4 September 2026 for placements beginning in March 2027. According to Executive Vice-President Roxana Mînzatu and Commissioner Piotr Serafin, the amendments align institutional practice with the recognition of diverse education pathways in the EU. The framework replaces all previous rules to enhance consistency and administrative efficiency.
Commission proposes €6.5 million to support displaced workers in Belgium and Spain
On 15 July 2026, the Commission proposed to mobilise €6.5 million under the European Globalisation Adjustment Fund for Displaced Workers (EGF). The package includes €3.8 million to assist 1,257 workers laid off after the closure of the Cora hypermarket chain in Belgium and €2.7 million for 671 dismissed automotive sector workers in Galicia, Spain. Support measures include training, career guidance, and start-up allowances. The proposals await approval from the European Parliament and the Council. The EGF was broadened in May 2026 to also support workers at imminent risk of redundancy, enabling earlier activation of support.
Commission registers citizens' initiatives on education and housing
On 16 July 2026, the Commission registered two European Citizens' Initiatives: 'All On Board – For your right to citizenship without borders' and 'Right to Housing! Now and Forever'. The first seeks EU-wide recognition of citizenship education and parity of qualifications, and advocates for universal suffrage. The housing initiative proposes new EU measures on affordable housing standards, regulation of short-term rentals, conversion of vacant buildings, and an EU Housing Agency. Both initiatives passed legal admissibility checks under Regulation (EU) 2019/788. Organisers now have six months to begin collecting signatures; one million signatures and representation from at least seven Member States are required to prompt a Commission response.
Commission Demography Report assesses future EU challenges and opportunities
On 13 July 2026, the Commission published its third Demography Report, prepared by the Joint Research Centre. The document examines the implications of a shrinking and ageing EU population, with projections showing a decline from 450.6 million in 2026 to 398.8 million by 2100. The report analyses labour market, healthcare, skills, and care system impacts, but also notes opportunities in the 'longevity economy'. It reviews current EU strategies, including the Demography Toolbox and targeted support under the Affordable Housing Plan, Intergenerational Fairness Strategy, and Union of Skills. Commissioner Dubravka Šuica highlighted the need for demographic factors to be integrated into all major EU policies.

Council Decision (EU) 2026/1545 implements Protocol 37 on Research Fund for Coal and Steel
Council Decision (EU) 2026/1545, adopted 29 June 2026 (CELEX: 32026D1545), sets out updated arrangements for managing EU assets formerly belonging to the ECSC and the Research Fund for Coal and Steel (RFCS). The decision raises annual RFCS research allocation to up to €120 million (2027–2033), allows sale of assets to fund coal and steel research, and grants the Commission delegated authority to adjust allocations as needed. The measure responds to declining revenue and aims to facilitate large-scale investments in sector transition.
Council Decision (EU) 2026/1561 establishes renewed Research Programme for Coal and Steel
Published 17 July 2026 (OJ L, CELEX: 32026D1561), Council Decision (EU) 2026/1561 reforms the RFCS Research Programme. It aligns technical and financial guidelines with Horizon Europe, directs funding for both decarbonisation of steelmaking and just transition in coal regions, and sets out multiannual allocations through 2034. The funding rates and project eligibility are modified, including for dual-use projects, with increased scope for private-public and SME participation. The new rules take effect from 1 January 2027.

CULT committee reviews EU Youth Strategy and Schools Alliances pilot
The Committee on Culture and Education (CULT) met 13–14 July 2026 to discuss the Irish Council Presidency's priorities for education, focusing on educational mobility, digital and STEM skills, lifelong learning, and VET. On 14 July, CULT adopted draft reports: (1) 'Impact of social media and the online environment on young people' (rapporteur: Sandro Ruotolo, S&D) and (2) 'The EU Youth Strategy 2019-2027' (rapporteur: Sabrina Repp, S&D), endorsing strengthened alignment with Youth Goals and improved coordination across EU and national strategies. The committee also adopted draft amendments for the 2027 EU budget (rapporteur: Hélder Sousa Silva, PPE), and a motion for a resolution on the European Schools Alliances pilot aiming to enhance cross-border cooperation, mobility, and basic skills.
