Commission Delegated Regulation (EU) 2026/1304: Entry Requirements for Animal-Origin Foods
Commission Delegated Regulation (EU) 2026/1304, adopted on 12 June 2026 and published on 24 August 2026, amends Delegated Regulation (EU) 2022/2292 to update entry requirements for certain dairy products, fishery products, bivalve molluscs, echinoderms, tunicates, and marine gastropods. The regulation introduces new Harmonised System (HS) and Combined Nomenclature (CN) codes in Articles 3, 5, 13, 18, and 21 to clarify which products require additional controls and certification when entering the EU. Specific amendments affect requirements for farmed versus wild-caught aquatic products and align certification needs with hygiene regulations under Regulation (EC) No 853/2004. The regulation enters into force twenty days after its publication in the Official Journal.
Commission Implementing Decision (EU) 2026/1955: Emergency Measures for Sheep Pox and Goat Pox in Bulgaria
Commission Implementing Decision (EU) 2026/1955, dated 19 August 2026, amends Implementing Decision (EU) 2025/1160 following new outbreaks of sheep pox and goat pox in Haskovo and Kyustendil regions, Bulgaria. The decision updates restricted, protection, and surveillance zones and adjusts the duration of emergency measures under Regulation (EU) 2016/429 and Delegated Regulation (EU) 2020/687. Disease control measures reflect the latest epidemiological data and the requirements of the World Organisation for Animal Health standards.
Commission Implementing Decision (EU) 2026/1958: Emergency Measures for Avian Influenza in Sweden
Commission Implementing Decision (EU) 2026/1958, issued on 21 August 2026, updates the Annex to Implementing Decision (EU) 2023/2447 to include new protection and surveillance zones in Sweden following an outbreak of highly pathogenic avian influenza in Tanum Municipality. The measures are based on Regulation (EU) 2016/429 and Delegated Regulation (EU) 2020/687, ensuring that disease control steps are maintained until the specified dates and are consistent with current epidemiological risks.
UN Regulation No. 129 – Enhanced Child Restraint Systems Approval
UN Regulation No. 129 [2026/1534], published in the Official Journal L on 28 August 2026, sets uniform provisions for the approval of Enhanced Child Restraint Systems (ECRS) used in motor vehicles. The regulation incorporates amendments up to Supplement 4 (entry into force: 4 June 2026) and details technical criteria, testing procedures, marking, and approval schemes for various child restraint categories, including i-Size, ISOFIX, universal belted, and booster seats. Type approval and conformity requirements are aligned with international texts under UNECE agreements.
EU-Lebanon Scientific Cooperation: PRIMA Participation Agreement
The entry into force of the Agreement between the EU and Lebanon, announced 24 August 2026, amends the existing scientific cooperation framework to include Lebanon in the Partnership for Research and Innovation in the Mediterranean Area (PRIMA). Signed on 8 December 2025, the agreement became effective on 17 June 2026 and sets terms for Lebanese participation in collaborative research initiatives with EU partners.
