Irish Presidency debriefs SANT: medical device simplification, mental health, and funding in focus
On 13 July 2026, Irish Minister for Health Jennifer Carroll MacNeill presented the Council Presidency's health priorities to the Committee on Public Health (SANT). The Irish Presidency agenda includes legislative work on the Biotech Act, simplification of Medical Devices and In Vitro Diagnostic Medical Devices Regulations, and the Clinical Trials Regulation. Key thematic focuses are improving EU resilience and autonomy in healthcare, innovation for competitiveness, mental health, and women's health. MEPs raised concerns over access to clinical trials, inequalities in access to innovative medicines and devices, youth mental health, and the necessity of adequate funding for the European Health Data Space within the 2027 budget and the Multiannual Financial Framework.

Commission authorises biocidal product family BPF THO TM Desana for Union-wide use
Commission Implementing Regulation (EU) 2026/1737, adopted on 16 July 2026 and published in the Official Journal on 17 July 2026 (CELEX: 32026R1737), grants Union authorisation for the biocidal product family 'BPF THO TM Desana' under Regulation (EU) No 528/2012. The product, containing active chlorine released from sodium hypochlorite for product-type 4, was developed by Thonhauser GmbH. The authorisation number EU-0036217-0000 is valid from 6 August 2026 until 31 July 2036. The approval followed the European Chemicals Agency's (ECHA) opinion of 16 December 2025 and applies in all Member States for designated uses, following assessment by Austria's competent authority.
Commission authorises ECA Disinfect Product family 5 under biocidal product rules
Commission Implementing Regulation (EU) 2026/1692, adopted on 13 July 2026 (OJ L 2026/1692, CELEX: 32026R1692), grants Union authorisation for the biocidal product family 'ECA Disinfect Product family 5' produced by ECA Consortium A/S under Regulation (EU) No 528/2012. The product, comprising active chlorine released from hypochlorous acid, is authorised for product-types 2, 4, and 5. The regulation details public policy adaptations for Germany concerning water disinfection applications. The authorisation, valid from 4 August 2026 until 31 July 2036, follows ECHA's opinion of 18 December 2025 and addresses conformity with national rules on drinking water treatment.
Commission grants Union authorisation for Prisman Händedesinfektion biocidal products
Commission Implementing Regulation (EU) 2026/1410 of 26 June 2026 (OJ L 2026/1410, CELEX: 32026R1410) grants Union authorisation for the biocidal product family ‘Prisman Händedesinfektion’—based on propan-2-ol as the active substance—for product-type 1 use. The authorisation (EU-0034420-0000), granted to Schuelke & Mayr GmbH, is valid from 6 August 2026 until 30 September 2035. The decision follows ECHA's opinion and aligns the expiry with the reference product family 'desmanol pure.'

SANT and ENVI committees: focus on medicine availability, medical device regulatory revision, climate-health links
At the SANT Committee meeting on 13-14 July 2026, members considered draft legislation and reports addressing medicine availability, regulatory support for medical devices, and youth mental health. Votes included the framework to strengthen supply security for critical medications (COM(2025)0102; rapporteur: Tomislav Sokol, PPE) and budget opinion (rapporteur: Michalis Hadjipantela, PPE). On 14 July 2026, SANT also reviewed draft revisions to Regulations (EU) 2017/745, 2017/746, and 2022/123, led by rapporteur Oliver Schenk (PPE), and held exchanges with Emer Cooke, Executive Director of the European Medicines Agency. In ENVI, the 14 July agenda included opinions for the European Fund for Regional Development and a debate with the Commission on 'Climate, Gender and Health'.
