Postal Service Files Requests to Add Domestic Shipping Services Contracts
The U.S. Postal Service submitted filings with the Postal Regulatory Commission to add several domestic shipping services contracts to the Mail Classification Schedule's Competitive Products List. Included are Priority Mail and USPS Ground Advantage Negotiated Service Agreements and Parcel Select Negotiated Service Agreements, with distinct filing dates and docket numbers from May 11 through May 14, 2026. International Product Change: New Agreements for Priority Mail Express International, Priority Mail International & First-Class Package International Service
The Postal Service announced filing requests to add Priority Mail Express International, Priority Mail International, and First-Class Package International Service contracts to the list of Negotiated Service Agreements in the Competitive Product List. Coast Guard Requests Extension of Information Collection on Waste Management Plans
The U.S. Coast Guard issued a notice seeking public comment on its request to extend approval for OMB Control Number 1625-0072, which concerns waste management plans, refuse discharge logs, and designation letters for certain onboard personnel. The information collection also pertains to compliance with Great Lakes dry cargo residue requirements. Estimated annual burden decreased to 110,541 hours due to fewer respondents. CBP Renews Automated Commercial Environment (ACE) Export Manifest for Vessel Cargo Pilot
U.S. Customs and Border Protection renewed the ACE Export Manifest for Vessel Cargo pilot program for an additional two years, effective May 22, 2026. The voluntary pilot requires participants to submit electronic export manifest data at least 24 hours before cargo loading. Data categories include vessel, cargo, and shipment specifics. Applications and comments will be accepted throughout the test period by email. The initiative, authorized by 19 CFR 101.9(b) and OMB control number 1651-0001, continues efforts toward unified export processing in ACE.

Commerce Department Rescinds Administrative Review on Freight Rail Couplers from China
The Department of Commerce rescinded the administrative review of the antidumping duty order covering certain freight rail couplers and parts from China for July 2024–June 2025. No reviewable, suspended entries were found in U.S. Customs and Border Protection data for the companies under review, so, as per 19 CFR 351.213(d)(3), the review is ended. Existing cash deposit rates remain; assessment instructions to CBP will follow within 35 days of notice publication. Parties subject to Administrative Protective Orders are reminded of compliance responsibilities regarding proprietary information.
