Canada Pledges Support for Integrity of International Law of the Sea—No Fees, No Tolls

On October 12, Global Affairs Canada reaffirmed the country’s commitment to uphold the integrity of the United Nations Convention on the Law of the Sea (UNCLOS). The pledge, announced by High Representative Kaja Kallas and now supported by Canada, all EU Member States, and 33 additional countries, reiterates opposition to any restrictions, fees, or discriminatory measures on passage through global strategic waterways. Disruptions to these maritime routes, the statement notes, have far-reaching impact on international trade, energy flows, supply chains, and food security. Canada’s stance supports multilateral cooperation through bodies like the International Maritime Organization, rejects unilateral actions undermining the legal framework for international navigation, and opposes measures that would hamper lawful transit such as unlawful fees or prior authorization requirements for ships traversing international straits.

Canadian Coast Guard Expands Arctic Security Patrols and Surveillance Capabilities

The Canadian Coast Guard announced on October 15 that vessels Des Groseilliers and Louis S. St-Laurent completed inaugural maritime security patrols in Arctic waters south of Victoria Island near Cambridge Bay, Nunavut. These patrols, carried out alongside Exercise ARCTIC GHOST, mark implementation of expanded Coast Guard surveillance under the Strengthening Canada’s Immigration Systems and Borders Act. New reconnaissance systems, including MX-10 and MX-15 Electro-Optical Infra-red camera arrays installed on helicopters and Dash-8 aircraft, as well as the CMX-15 system on Louis S. St Laurent, will equip eight additional Arctic-capable vessels. The new technology enhances domain awareness and information sharing with Marine Security Operations Centres for security, fisheries enforcement, pollution detection, fire control, and search/rescue coordination, integrating air, vessel, and shore-based data collection.
