Commission endorses Greece's €4.8 billion Social Climate Plan for clean transition
On 26 August 2026, the European Commission adopted Greece's Social Climate Plan, allocating €4.77 billion until 2032, with 75% from the EU and 25% from national funds. The plan aims to address social impacts of extending EU Emissions Trading System (ETS2) to buildings and road transport. It will support 460,000 vulnerable households, including energy renovations and installations of heat pumps and solar water heating systems. Public transport improvements include over 200 electric buses and 22 new metro trains in Athens. The plan also invests in social housing, student residences, and accessibility upgrades to rail infrastructure. Micro-enterprises will benefit from targeted energy and mobility subsidies. Greece can request its first payment once milestones are achieved.

Commission Delegated Regulation (EU) 2026/1304 updates entry requirements for certain dairy, fishery, and marine products
Published on 24 August 2026, Regulation (EU) 2026/1304 amends Delegated Regulation (EU) 2022/2292 regarding the entry of specific dairy products, fishery products, bivalve molluscs, echinoderms, tunicates, and marine gastropods into the Union. The update aligns Combined Nomenclature codes with official control requirements, clarifies hygiene and certification obligations, and details circumstances under which additional residue controls are required. The Regulation enters into force twenty days after publication.
Animal disease control: African swine fever measures updated in several Member States
Commission Implementing Regulation (EU) 2026/1961 of 24 August 2026 amends Annexes I and II to Implementing Regulation (EU) 2023/594. The changes reflect new outbreaks of African swine fever in Bulgaria, Hungary, Italy, Poland, and Finland, adjusting restricted zones and repealing interim measures for Finland. The Regulation is effective immediately following publication.
Commission decisions on sheep pox and goat pox: Control zones updated for Bulgaria and Romania
Two Decisions—(EU) 2026/1955 (Bulgaria) and (EU) 2026/1956 (Romania)—update the restricted, protection, and surveillance zones for sheep pox and goat pox following new outbreaks. The Annexes to Decisions (EU) 2025/1160 and (EU) 2026/1108 are amended to extend or redefine affected areas and the duration of applied measures.

Highly pathogenic avian influenza: Emergency measures amended for Member States and third countries
Commission Implementing Decision (EU) 2026/1958 updates the Annex to Decision (EU) 2023/2447, designating new protection and surveillance zones in Sweden due to recent HPAI outbreaks. Meanwhile, Implementing Regulation (EU) 2026/1959 adjusts Annexes V and XIV to Regulation (EU) 2021/404, modifying the lists of authorised third-country zones for entry of poultry, germinal products, and fresh meat from Canada and the United States. The Regulation responds to new outbreaks and resolves earlier suspensions.
