Commission refers four Member States to Court of Justice over NIS2 cybersecurity rules
On 7 July 2026, the European Commission referred Ireland, Spain, France and the Netherlands to the Court of Justice of the European Union for not notifying measures to transpose the NIS2 Directive (Directive (EU) 2022/2555). The NIS2 Directive sets minimum cybersecurity requirements across 18 critical sectors, including transport. The deadline for national transposition was 17 October 2024. The Commission had previously sent letters of formal notice on 28 November 2024 and reasoned opinions on 7 May 2025. The referrals request the Court to impose financial sanctions, including lump sum payments and daily penalties until compliance is achieved. This action forms part of the July 2026 infringement package and comes in parallel to Commission proposals for amendments to the NIS2 Directive aimed at legal clarity.

New reporting rules for urban mobility data in the TEN-T network
Commission Implementing Regulation (EU) 2026/1554, published 10 July 2026, sets out reporting standards for urban mobility data under the framework of Regulation (EU) 2024/1679. Member States will submit data regarding sustainability, safety, and accessibility for each urban node using the TENtec system. The regulation establishes indicators, methodologies, and deadlines for data submission, beginning 31 December 2027. LAU codes will define the geographical coverage, with Member States to notify codes for urban nodes by 31 December 2026.
Definitive anti-dumping duties on Chinese pneumatic tyre imports
Commission Implementing Regulation (EU) 2026/1540 of 6 July 2026 imposes definitive anti-dumping duties on imports of new pneumatic rubber tyres for motor cars, buses and lorries (load index ≤121) from the People’s Republic of China. The measure follows an investigation initiated on 21 May 2025 after a complaint from the Coalition Against Unfair Tyre Imports. The Commission assessed the competitive landscape, sampling methodology, and market segmentation and determined significant injury to the Union industry linked to dumped imports. Duties are based on constructed normal value under Article 2(6a) of Regulation (EU) 2016/1036.
Correction to shipping company administrative authority list under the ETS
Commission Implementing Decision (EU) 2026/1453 amends Implementing Decision (EU) 2024/411 by correcting attributions for four shipping companies and updating the IMO numbers of 21 shipping companies, as recorded in Thetis-MRV prior to 11 August 2025. These changes pertain to the administration of shipping companies under Directive 2003/87/EC (EU Emissions Trading System for shipping). The corrected annex enters into force on the twentieth day after publication.
Extension of suspension of trade measures on certain US goods
Commission Implementing Regulation (EU) 2026/1549 of 6 July 2026 suspends the application of trade measures imposed by Implementing Regulation (EU) 2020/1646 on certain US products, originally linked to the WTO aircraft dispute. The suspension, previously extended until 10 July 2026, remains in effect as the US has not reinstated countermeasures and no change has occurred in the dispute circumstances. The Commission will keep the suspension under review, with the Regulation entering into force on 11 July 2026.

Foreign Affairs Council to discuss Black Sea strategy and regional security
The Foreign Affairs Council scheduled for 13 July 2026 will address the ongoing conflict between Russia and Ukraine, implications of the war in Iran, and EU-UN relations. Ministers are also expected to deliberate on the implementation of the Black Sea strategy.

INTA adopts EU-Mexico interim trade agreement recommendation
At an extraordinary meeting on 6 July 2026, the Committee on International Trade (INTA) adopted the draft recommendation, led by rapporteur Borja Giménez Larraz (PPE), on the conclusion of the Interim Agreement on Trade between the EU and United Mexican States. The recommendation follows Council document 12421/2025 (2025/0271(NLE)).
