Upcoming informal ministerial meetings on EU transport resilience

Transport ministers of the Council of the European Union are scheduled to meet informally by video conference on 21 April 2026 and in person on 28 April 2026. The meetings are set to focus on a coordinated response to crisis situations in the transport sector, addressing measures against fuel price volatility and enhancing the resilience and continuity of transport and logistics networks.

TRAN Committee adopts position on digital vehicle registration documents

The European Parliament's Committee on Transport and Tourism (TRAN) adopted its position on the revision of EU rules for vehicle registration documents on 8 April 2026. The draft calls for digital registration certificates to become the main format within three years, while maintaining the option for physical documents. The text proposes the use of a QR code for immediate access to vehicle information and lists specific data to be registered electronically, including vehicle make, weight, owner, inspection results, and reasons for cancellation. The draft also mandates cross-border access to vehicle registers to combat fraud and illegal trade, and introduces obligations to share remote sensing and tampering data for heavy-duty vehicles. Rapporteur Johan Danielsson (S&D) stressed the need for digitalisation with strong safeguards for citizens lacking digital access. The committee decided to open interinstitutional negotiations, pending plenary approval.

TRAN Committee ordinary meeting: draft report on vehicle registration data

On 8 April 2026, the TRAN Committee held an ordinary meeting featuring the adoption of the draft report on the proposal for a regulation on registration documents for vehicles and registration data (COM(2025)0179, 2025/0096(COD)), rapporteur Johan Danielsson (S&D). The committee voted on the draft report and the decision to enter into interinstitutional negotiations. The agenda included an exchange of views with European Coordinators for the TEN-T, a presentation by the European Commission on the mid-term report for the EU Road Safety Policy Framework, and a discussion on Swiss obligations under the EU-Switzerland Land Transport Agreement following the Gotthard Base Tunnel accident.

ENVI draft opinion: ERDF and Cohesion Fund framework 2028–2034

On 9 April 2026, the ENVI Committee published its draft opinion on the proposal for a regulation establishing the European Fund for Regional Development (ERDF), including European Territorial Cooperation (Interreg) and the Cohesion Fund for 2028–2034 (COM(2025)0552, 2025/0238(COD)). Rapporteur Jana Nagyová (Renew) proposed amendments to strengthen the environmental dimension, support biodiversity and climate resilience, and clarify the application of the 'do no significant harm' principle. The opinion advocates for legal certainty, proportionate application of environmental requirements, and flexibility for Member States in programming, while ensuring that cohesion policy supports Union environmental objectives.

ITRE draft opinion: new European Fund for prosperity and security 2028–2034

The ITRE Committee published its draft opinion on 7 April 2026 for the proposal establishing the European Fund for economic, social and territorial cohesion, agriculture and rural, fisheries and maritime, prosperity and security for 2028–2034 (COM(2025)0565, 2025/0240(COD)). Rapporteur Jana Nagyová (Renew) set out recommendations to prioritise industrial competitiveness, digital transformation, and just transition, with specific provisions for regional energy infrastructure, supply chain resilience, and digital skills. The opinion calls for clear performance indicators and coordination mechanisms between national and EU programmes to avoid duplication and support Union strategic objectives.

SANT draft opinion: European Fund for Prosperity and Security – health aspects

On 7 April 2026, the Committee on Public Health (SANT) released a draft opinion on the proposal for a regulation establishing the European Fund for economic, social and territorial cohesion, agriculture and rural, fisheries and maritime, prosperity and security for 2028–2034. Rapporteur Victor Negrescu (S&D) addressed the integration of public health and health infrastructure considerations in the future fund, with attention to the role of health security, crisis preparedness, and equitable access to services in regional development financing.
