- Senate Committee on National Security to Review Budget Bill Division on Defence Investment: On September 28, the Standing Senate Committee on National Security, Defence and Veterans Affairs will review Division 16 of Part 4 of Bill C-31. Industry, Defence, academia, and municipal witnesses are scheduled from 4:00 p.m. to 7:20 p.m.
- Senate Foreign Affairs Committee to Examine International Assistance Provisions in Budget Bill: On October 1, the Standing Senate Committee on Foreign Affairs and International Trade (Room C128) meets to discuss elements of Division 11, Part 4 of Bill C-31 with officials from Global Affairs Canada and International Development Research Centre.

Minister Anand Outlines Canada’s Strategic Foreign Policy at UN General Assembly
On September 26, 2026, Foreign Minister Anita Anand delivered remarks at the United Nations General Assembly in New York, stating Canada is pursuing greater "strategic autonomy" and moves to diversify international partnerships. Anand said Canada will prioritize building issue-based coalitions with middle powers, small states, and larger economies, including in the Indo-Pacific, Gulf, and Latin America. She announced Canada’s commitment to increasing defence spending above 2% of GDP, working toward a 5% NATO target by 2035. Anand referenced ongoing initiatives: $500 billion in new investment commitments were secured at the recent Canada Investment Summit, there is renewed engagement with India and China, and Canada is co-hosting a conference in Toronto on the return of Ukrainian children and detained civilians. The Minister reaffirmed a two-state solution as Canada's guiding principle on Israel-Palestine and cited new restrictive measures on trade with Israeli settlements in the West Bank alongside continued humanitarian aid for civilians. Additional pledges include $120 million in humanitarian funding to Sudan and ongoing support for the UN system and International Criminal Court.

Canada and Germany Sign General Security of Information Agreement
On September 25, 2026, Canada signed a General Security of Information Agreement (GSOIA) with Germany to facilitate secure bilateral exchanges of sensitive defence, security, and technical information. Announced by Ministers Joël Lightbound and Anita Anand in Gatineau during the German Foreign Minister’s visit, the agreement enables Canadian entities to participate in German contracts requiring classified information, notably including the Canadian Patrol Submarine Project. The GSOIA aligns with bilateral priorities to advance cooperation not just on defence and intelligence, but also on aerospace, marine, space, and critical technologies. Canadian merchandise trade with Germany reached $34.3 billion in 2025, making Germany Canada’s top EU trading partner.

Minister Anand Meets German Counterpart, Advances Bilateral Strategic Partnership
On September 25 in Ottawa, Minister Anand met with Germany’s Foreign Minister Johann Wadephul to mark 75 years of diplomatic relations and discuss both countries’ collective priorities. Canada Announces $398 Million for International Development at UNGA

Canada Expands Strategic Relations with Vietnam through New Partnership
On September 26, Foreign Ministers Anita Anand (Canada) and Lê Hoài Trung (Vietnam) finalized a Canada-Vietnam Strategic Partnership. On September 22, Canada joined G7 Foreign Ministers and the EU in a joint declaration addressing the elevated maritime security threat in the Red Sea and Bab al-Mandab Strait posed by Houthi strikes originating from Yemen. Canada and Nordic-Baltic Eight Advance Euro-Atlantic Cooperation

Canada, Qatar Discuss Strategic Dialogue and Regional Maritime Security

Minister Anand: Canada Rejects Russian Parliamentary Election Results in Occupied Ukraine
In a statement issued September 21, Minister Anand condemned Russia’s State Duma elections, denouncing their conduct and specifically rejecting results from voting held in the temporarily occupied territories of Ukraine (September 18-20). Anand cited the Russian government’s suppression of opposition and civil society, as well as a lack of impartial international monitoring. Canada Announces Additional Sanctions Targeting Iranian Officials and Entities
On September 23, Minister Anand announced new sanctions against five Iranian individuals and five entities under the Special Economic Measures (Iran) Regulations. The sanctions target Iranian security and government officials, as well as state-directed organizations implicated in digital repression, surveillance, and human rights violations. Canada Discusses Economic Cooperation with Germany, Focus on Critical Minerals and Energy
On September 26, Minister of International Trade Maninder Sidhu met with Germany’s Foreign Minister, Dr. Johann Wadephul, in Ottawa. The meeting included German and Canadian companies operating in critical minerals, battery manufacturing, and hydrogen sectors. Canada Strengthens Trade Links with ASEAN, Launches Initiatives in Southeast Asia
From September 23, Minister Sidhu attended the 15th ASEAN Economic Ministers-Canada Meeting in Manila, where he advanced free trade negotiations with both the Philippines and ASEAN as a bloc. Minister Anand Meets Haiti Counterpart, Announces $25.4 Million in Security and Resilience Funding
