Minister Anand Concludes Bilateral with Brazil: Infrastructure Investments, New Customs Pact Signed

Minister of Foreign Affairs Anita Anand met with Brazil’s Foreign Minister Mauro Vieira in São Paulo on July 14, concluding the fifth Strategic Partnership Dialogue. The discussions included infrastructure investment, trade, health, and security cooperation. Canada announced $125 million in FinDev Canada investments in Brazil, funding two new infrastructure projects focused on energy access and sustainable aviation fuel. The ministers formalized the first operational plan for the Canada-Brazil Memorandum of Understanding on Mutual Assistance and Integrated Fire Management, strengthening wildfire cooperation. Canada and Brazil signed a Customs Mutual Assistance Agreement, enabling the exchange of customs information. The meeting also saw the announcement of a Memorandum of Understanding on health sector cooperation, set to deepen ties in technical and scientific exchange. Canada Signs United Nations Convention Against Cybercrime

On July 16, Minister Anand, Minister Anandasangaree (Public Safety), and Minister Fraser (Justice) jointly announced that Canada has signed the UN Convention against Cybercrime. This treaty establishes legal grounds for global cooperation to address crimes involving information and communications technology, including the exchange of digital evidence in serious crime cases. The convention includes child protection provisions and human rights safeguards. The ministers stressed the importance of aligning criminal justice practices with the rule of law and emphasized broad stakeholder involvement in policy development. Advisory Committee Reviews Canada-U.S. Economic Relations Post-CUSMA Joint Review

On July 15, the Advisory Committee on Canada–U.S. Economic Relations met in Ottawa. Minister Dominic LeBlanc and officials briefed the committee on outcomes from the July 1 trilateral CUSMA Joint Review with American and Mexican counterparts. CUSMA remains in effect through 2036, with trilateral and bilateral discussions ongoing to manage trade issues. The committee received updates on ongoing trade frictions involving steel, aluminum, vehicles, and softwood lumber. Senior Associate Deputy Defence Minister Kevin Brosseau provided perspective on the recent NATO summit and national defence. The meeting also covered efforts to disrupt illicit fentanyl trade. The committee discussed strategies to address tariff challenges and emphasized maintaining stable market access for North American businesses.

Canadian Armed Forces Adjust International Footprint, Ending Select Peace Operations

On July 17, National Defence announced the Canadian Armed Forces will rebalance global operations, closing Operations KOBOLD (Kosovo), SNOWGOOSE (Cyprus), SOPRANO (South Sudan), and CROCODILE (DR Congo), and scaling back on Operation CALUMET (Sinai). Approximately 50–60 personnel will shift to priority tasks, both domestic and international, aligned with new defence objectives. Operations will wind down gradually through mid-2027, with redeployment coordinated with allies. The CAF will continue supporting international peace operations through other missions, including PRESENCE and JADE. The changes form part of a broader strategy to better allocate resources for Euro-Atlantic and Indo-Pacific security requirements.

Canada and Brazil Release Joint Statement, Advance Negotiations on Free Trade and Security

Canada and Brazil’s foreign ministries issued a joint statement on July 14, addressing advances in trade, investment, defence cooperation, and customs matters. Both countries noted increased cross-border investments and reiterated their aim to achieve a Canada-MERCOSUL Free Trade Agreement, with ongoing negotiations. A new Customs Mutual Assistance Agreement was signed, formalizing the exchange of information to address cross-border customs infractions. Updates were shared on progress in health, science, wildfire response, and defence cooperation, including joint training and high-level military visits. Canada announced roughly CDN $125 million in FinDev Canada sustainable infrastructure projects in Brazil. The countries will also meet in September for the next Joint Science and Technology Cooperation Committee session.

BOREALIS Launches Defence Innovation Hub for Uncrewed Systems

On July 14, the Bureau of Research, Engineering and Advanced Leadership in Innovation and Science (BOREALIS) introduced the Uncrewed Systems Defence Innovation Secure Hub (UxS DISH) in Mirabel, Quebec. Backed by a $29.6 million commitment, the hub will foster collaboration between government, academia, and industry to develop operational technologies for the Canadian Armed Forces. The UxS DISH—anchored by an Espace Aéro-led consortium—will focus on automation, counter-uncrewed systems, contested environment operations, and sensor integration. Additional hubs and challenges under the Defence Industrial Strategy, including drone detection and targeting, will align with efforts to expedite technology from concept to operational use across land, maritime, air, and joint domains. The initiative is tightly coupled with the new procurement and innovation authorities being advanced through Bill C-31.

Canada Announces $12.1 Million for Mexico and Americas Security and Justice Initiatives

During Secretary of Foreign Affairs Roberto Velasco’s visit to Ottawa on July 17, Minister Anand spotlighted recent progress under the Canada-Mexico Action Plan (CMAP). Announced projects include a $5-million contribution to the UN-run TURQUESA II program targeting human trafficking and migrant smuggling in Mexico, the Dominican Republic, Guatemala, and Honduras, and $100,000 for UN Population Fund’s Human Identification Programme in Mexico. Another $7 million will fund satellite-based Dark Vessel Detection to help Mexico and several Latin American countries combat illegal fishing. Both delegations reaffirmed coordination on North American economic, security, and foreign policy issues.

New Diplomatic Appointments: Canada Names Ambassadors to Ukraine and Greenland

On July 17, Minister Anand appointed Tamara Mawhinney as Ambassador to Ukraine, succeeding Natalka Cmoc. Corinne Petrisor will assume the role of Consul in Nuuk, Greenland, taking over from Julie Crôteau. Both appointments follow lengthy careers in foreign service and recent overseas deployments. Canada Announces Four New Consuls General in Major U.S. Cities

On July 14, Minister Anand named Andrea Clements (Detroit), the Hon. Kamal Khera (Los Angeles), Claire Kennedy (Chicago), and Susannah Pierce (New York) as the new Consuls General in the United States. All four are set to begin duties in the coming weeks, succeeding outgoing officials. Their backgrounds span public service, parliamentary roles, law, academia, and business leadership. G7 Foreign Ministers Issue Statement on Violence in El-Obeid, Sudan

On July 14, the G7 Foreign Ministers—including Canada—demanded that the Rapid Support Forces, Sudanese Armed Forces, and associated groups cease attacks in El-Obeid. The statement cited concerns over violations of international humanitarian and human rights law throughout Darfur and Kordofan. The G7 called for unimpeded humanitarian access, urged all parties to engage in direct negotiations, and recommended a UN arms embargo expansion to encompass all of Sudan. May 2026: Statistics Canada Reports International Securities Transactions Down Sharply

According to the July 17 release, foreign investors purchased $7.9 billion in Canadian securities in May, a decrease from $46.9 billion in April. Concurrently, Canadian investors acquired $22.3 billion of foreign securities, following April’s $11.4 billion divestment. The report signals a repositioning of cross-border investment flows during the period.
