Minister Anand Announces Diplomatic Appointments to Latvia, Zambia, Hungary, and Türkiye

On July 3, 2026, Minister of Foreign Affairs Anita Anand announced appointments for four Canadian diplomats to key posts abroad. Timothy Edwards will assume the position of Ambassador Extraordinary and Plenipotentiary to Latvia, while Corry van Gaal will become High Commissioner to Zambia. Judith Gelbman is set to take up her new role as Ambassador Extraordinary and Plenipotentiary to Hungary, and Marcel Lebleu will be Ambassador to Türkiye. Each of the appointees brings broad experience across trade, development, and international policy, having held prior senior positions both at Global Affairs Canada headquarters and in overseas missions. These appointments are scheduled to be effective in the coming weeks.

Joanne Minns Named Ambassador to Democratic Republic of the Congo

Minister Anita Anand announced the appointment of Joanne Minns as Ambassador Extraordinary and Plenipotentiary to the Democratic Republic of the Congo on June 30, 2026. Minns will replace Maryse Guilbeault and will assume her responsibilities in the coming weeks. With past experience coordinating North America Policy and Relations, managing special immigration measures, and leading strategy for the Peace and Stabilization Operations Bureau, Minns previously served as ambassador to South Sudan and as political counsellor in Kenya, holding accreditations for several East African countries.

Minister Anand and Philippines’ Secretary of Foreign Affairs Theresa Lazaro Discuss Strategic Partnership

On July 2, 2026, Minister Anita Anand welcomed Philippines’ Secretary of Foreign Affairs Theresa Lazaro to Vancouver for talks on advancing Canada-Philippines cooperation. The dialogue supported the Canada-Philippines Strategic Partnership announced by Prime Minister Mark Carney and President Ferdinand Marcos Jr. this week. The leaders addressed ongoing free trade agreement negotiations—both bilateral and under ASEAN—and reinforced commitments to energy and cybersecurity collaboration. Maritime security in the South China Sea and an open Indo-Pacific region were further topics. Anand will visit the Philippines later in July for ASEAN-related ministerial meetings.

Minister Sidhu Meets with Philippines’ Secretary of Trade and Industry

Minister of International Trade Maninder Sidhu, meeting with Maria Cristina Aldeguer-Roque, Philippines’ Secretary of Trade and Industry, discussed bilateral trade expansion and accelerating negotiations on both the Canada-Philippines FTA and the ASEAN-Canada FTA. The session noted a 44% growth in Canadian investment in the Philippines year-over-year, and bilateral merchandise trade of $3.4 billion in 2025. Priority sectors included energy, agriculture, mining, infrastructure, digital technologies, space, and defence. Sidhu also referenced support for the Philippines’ ASEAN chairship goals and upcoming meetings with ASEAN partners.

Minister LeBlanc Updates Provincial and Territorial Ministers on CUSMA Joint Review

On July 3, 2026, Minister Dominic LeBlanc and Chief Trade Negotiator Janice Charette briefed provincial and territorial ministers on the Canada-United States-Mexico Agreement (CUSMA) Joint Review, following the Free Trade Commission's July 1 trilateral meeting. LeBlanc cited ongoing constructive engagement with U.S. and Mexican officials and confirmed that CUSMA remains in force until 2036. Discussions addressed sectoral tariffs impacting steel, aluminum, automobiles, and softwood lumber. LeBlanc positioned Canada as a stable trading partner, referencing record foreign direct investment flows between Canada, the U.S., and Mexico, including $817 billion in U.S. FDI in Canada and $1.3 trillion in Canadian FDI in the United States in 2025.

National Food Security Strategy Announced—$3 Billion Investment Over 10 Years

Secretary of State Randeep Sarai and Minister Heath MacDonald launched the National Food Security Strategy with a federal commitment of more than $3 billion over a decade. The strategy is focused on productivity, innovation, supporting independent grocers, and boosting competition in Canada’s food system. The Local Food Infrastructure Fund’s Community Support Stream will allocate $20 million, including a $100,000 grant to the Central Okanagan Food Bank. At the Green Lake community event in Saskatchewan, Secretary Buckley Belanger described the four main objectives of the strategy, which include reducing dependency on foreign suppliers and strengthening resilient domestic food systems.

Communications Security Establishment Releases 2025-2026 Annual Report

The Communications Security Establishment Canada published its 2025-2026 Annual Report on June 29, 2026, detailing key metrics in foreign intelligence and cyber protection. CSE delivered 3,976 foreign intelligence reports and responded to more than 3,200 cyber incidents involving federal and critical infrastructure targets. The Cyber Centre issued 25 alerts, 995 advisories, and over 97,000 National Cyber Threat Notification System alerts to 1,363 organizations. CSE acted against ten major ransomware groups affecting Canada and its allies, conducted 1,772 supply chain risk assessments, and received 13 Ministerial Authorizations, including four for foreign cyber operations. The organization reported an 8.1% workforce increase, now totaling 4,178 employees.

Federal-Provincial Agreement Advances Alberta Oil Pipeline Proposal

On July 2, 2026, Canada and Alberta concluded an agreement to advance a proposed pipeline transporting one million barrels of oil per day from Alberta to British Columbia’s west coast. The project, led by a consortium including Trans Mountain Corporation, Alberta Petroleum Marketing Commission, and Pembina Pipeline Corporation, is undergoing a referral process to the Major Projects Office for listing under the Building Canada Act. The pipeline route will largely follow the Trans Mountain corridor, with a targeted project decision by October 1, 2026. Indigenous equity participation opportunities will be pursued as part of the development, and an MOU with the Oil Sands Alliance sets explicit carbon capture and emissions reduction targets for participating companies.
