Royal Assent of Bill C‑8 Establishes New Cybersecurity Requirements for Critical Infrastructure
Public Safety Minister Gary Anandasangaree and Industry Minister Mélanie Joly announced that Bill C-8, An Act Respecting Cyber Security (ARCS), has received Royal Assent. The legislation introduces new authorities under the Telecommunications Act, adding security as a policy objective and empowering the government to require actions to mitigate telecommunications system threats. The new Critical Cyber Systems Protection Act establishes a regulatory framework obliging designated operators in finance, telecommunications, energy, and transportation to secure their critical cyber systems. The regulations mandate organizations in these sectors to implement advanced security measures, report significant cybersecurity incidents, and face greater accountability measures. Certain amendments take immediate effect, while others follow a phased implementation schedule. Bill C-8 is positioned as a structural response to the growing scale and sophistication of cyber threats facing essential Canadian infrastructure.

Minister McGuinty to Participate in Brussels NATO Defence Ministers’ Meeting and Ukraine Defense Contact Group
National Defence Minister David J. McGuinty will attend the NATO Defence Ministers’ Meeting and the 35th Ukraine Defense Contact Group at NATO Headquarters in Brussels on June 18. In addition to engaging with NATO counterparts and key partners, discussions are anticipated to include collective defense priorities and sustained support for Ukraine. Minister McGuinty will participate in a media availability at NATO Headquarters. Minister Mélanie Joly Engages in China and Japan to Promote Canadian Economic and Strategic Interests
Industry Minister Mélanie Joly, joined by Parliamentary Secretary Kody Blois, is travelling to China and Japan from June 14 to 23 to advance commercial ties and Canadian priorities. Deputy Commissioner Frank Lofranco Addresses Evolution of Anti-Fraud Measures at National Conference
Frank Lofranco, Deputy Commissioner of Supervision and Enforcement at the Financial Consumer Agency of Canada, delivered remarks at the Canadian Institute's 25th Annual Forum on Anti-Money Laundering and Financial Crime. Lofranco stated that reported fraud losses in Canada reached $704 million in 2025, a rise from $645 million in 2024, while Interac e-Transfer fraud alone accounted for $36.7 million. Only a fraction of total cases are reported according to the Canadian Anti-Fraud Centre. Recently passed Bill C-15 introduces new obligations for banks, including policies to detect and prevent fraud, obtaining consumer consent for account features, and standardized reporting to FCAC. The federal government is also establishing a Financial Crimes Agency and has introduced a code of conduct to address economic abuse cases. Beefed-up regulatory requirements and sector-wide obligations will subject more institutions to structured compliance oversight.

Record Foreign Investment in Canadian Federal Government Bonds in April
Statistics Canada reported that foreign investors acquired $46.9 billion in Canadian securities in April 2026, the majority directed into federal government bonds—a record figure. Canadian investors reduced positions in foreign securities by $11.4 billion after cumulative acquisitions of $70.3 billion over the preceding five months.
