Government Launches Consultation on Major Projects Process Reform

On May 8, 2026, the Honourable Dominic LeBlanc, President of the King’s Privy Council for Canada and Minister responsible for Canada-U.S. Trade, along with Minister Steven MacKinnon, announced planned reforms intended to expedite approvals for major infrastructure projects. The government introduced two discussion papers for a national engagement period of 30 days regarding regulatory process changes. Proposals include imposing a one-year limit on federal reviews and decisions for major projects after required information is received, centralized Indigenous consultation, single-comprehensive federal permitting, and assignment of regulatory authority to the federal entity with relevant expertise. The initiative supports 21 major projects, representing over $126 billion in investment and more than 60,000 jobs to date. Additional measures target trade corridor improvements and port governance modernization. The government is also proposing to introduce federal economic zones through regional impact assessments, and explore 'tell-us-once' information-sharing to reduce regulatory duplications.

Canada and Mexico Advance Bilateral Trade and Investment Ties

Following Mexico’s trade mission to Canada, Minister Dominic LeBlanc and Secretary Marcelo Ebrard issued a joint statement on May 8 covering engagements from May 6–8 in Toronto and Montreal. The delegation included Mexican business representatives across ten identified priority sectors, participating in business-to-business meetings, site visits, and the signing of more than 10 memoranda of understanding and agreements. Notable outcomes included a CA$200 million investment by Grupo Bimbo to modernize its Canadian facilities and a planned $2 billion investment in Hidalgo, Mexico by Solar International Core Canada. Both ministers discussed enhancing Canada-United States-Mexico Agreement engagement and implementing the Canada–Mexico Action Plan. The mission builds on a February 2026 Team Canada Trade Mission to Mexico and signals a coordinated approach to North American supply chain integration and competitiveness.

Minister Sidhu Advances Canadian Interests at G7 Trade Ministers’ Meeting

Minister of International Trade Maninder Sidhu participated in the G7 Trade Ministers’ Meeting in Paris this week, joining counterparts from France, Germany, Italy, Japan, the United Kingdom, United States, and European Union. Discussions focused on upholding rules-based international trade, strengthening competition for Canadian businesses, supporting e-commerce, and enhancing supply chain resiliency for critical minerals. Sidhu used the Business 7 Conference to discuss Canada’s trade diversification strategy and supply chain priorities and held bilateral meetings with the US, UK, France, Japan, and EU representatives. The meetings came amid continued global market disruptions and stressed Canada’s interests in predictable trading environments and increased commercial ties with European partners.

Canada Reaffirms Support for International Migration Reform

Minister Lena Metlege Diab led Canada’s delegation to the International Migration Review Forum (IMRF) at the United Nations in New York on May 8, 2026. Canada committed approximately $7 million to fund eight international projects in Southeast Asia, Latin America, and the Caribbean, aiming to strengthen migration systems and build capacity for better integration of newcomers. Five new pledges were announced: promoting artificial intelligence for migration management, engaging a whole-of-government approach, advancing labour mobility initiatives, countering migration-related disinformation, and supporting capacity-building partnerships. Minister Sidhu Meets Saudi Counterpart on Trade and Regional Security

This week, Minister Maninder Sidhu held bilateral talks with Majid bin Abdullah Al-Kassabi, Saudi Arabia’s Minister of Commerce. The ministers discussed trade and investment ties in view of the evolving situation in the Middle East, including recent attacks attributed to Iran. The meeting addressed progress towards a foreign investment promotion and protection agreement, business-to-business connections between Canadian and Saudi firms supporting Vision 2030, and logistics cooperation in light of regional supply chain uncertainties. Sidhu offered Canadian expertise in logistics and reaffirmed Canada's intent to conclude an investment agreement.

Finance Minister Champagne Details New Defence Sector Initiatives

During a visit to Winnipeg on May 4, Finance Minister François-Philippe Champagne outlined defence spending in the Spring Economic Update. Announced measures include $63 billion in defence spending for 2025-26, surpassing NATO’s 2% of GDP target, and $103.8 million over five years to establish the Defence Investment Agency (DIA) to drive the Defence Industrial Strategy. The DIA will operate as a standalone entity with broad authorization under planned enabling legislation. Additional funding of $2.0 billion over three years will support Operation UNIFIER, facilitating the training of Ukrainian Armed Forces personnel. Final Injury Inquiry Opened Into Austrian Oil and Gas Well Casing Imports

On May 5, the Canadian International Trade Tribunal launched a final injury inquiry (NQ‑2026‑001) into alleged dumping of oil and gas well casing imports from Austria. This follows a preliminary determination by the Canada Border Services Agency. The Tribunal’s report, expected by September 1, 2026, will assess if dumping has caused or threatens injury to the domestic industry. Parties interested in the proceedings were invited to submit a Notice of Participation. The Tribunal will use these findings to inform government's trade remedy actions.

Canada’s International Trade Data Shows Rebound in March 2026
