Minister Champagne Wraps G7, G20, IMF, and World Bank Meetings With Strategic Outcomes for Canada

On April 17, Minister François-Philippe Champagne, Minister of Finance and National Revenue, concluded a series of international meetings in Washington, D.C., that included sessions with G7 and G20 Finance Ministers and Central Bank Governors, as well as the International Monetary Fund and World Bank Group’s Spring Meetings. During these discussions, Champagne signed a Memorandum of Understanding (MoU) on Debt Service Suspension for Ukraine as co-chair of the Group of Creditors of Ukraine (GCU) with France and Ukraine, initiating the first phase of financing assurances. Additional agreements were signed: a US$1 billion guarantee with the World Bank and a €200 million guarantee with the European Bank for Reconstruction and Development—both directed to support Ukraine’s energy sector and overall financial stability. In bilateral meetings with U.S. Treasury Secretary Scott Bessent, Champagne addressed trade and the technological impact of AI models such as Anthropic’s Mythos. Alongside these, Champagne engaged with officials from multiple countries to discuss economic uncertainty, while seeking investment to further Canada’s trade diversification agenda.

Canada Announces Over $120 Million for Humanitarian Response in Sudan and Neighboring Countries

On April 15, at the International Sudan Conference in Berlin, Secretary of State (International Development) Randeep Sarai announced more than $120 million in humanitarian, development, and peace and stabilization funding for Sudan and nearby states. Of this, $94 million targets humanitarian aid (food, nutrition, shelter, health care) facilitated by the World Food Programme, UNICEF, UNHCR, OCHA, and others, supporting vulnerable populations in Sudan, South Sudan, and Chad. Canada also pledged $18 million to Save the Children Canada for the BRITE Sudan education project, ensuring access to learning for 60,000 children affected by lengthy school closures. An additional $7 million was allocated to the UN Population Fund to extend gender-based violence initiatives. Efforts to support community-led conflict resolution (including $750,000 to Sudanese local groups) and $500,000 for inclusive peace processes via Norwegian People’s Aid were featured. The new commitments supplement Canada’s ongoing response to violent escalations and displacement in Sudan.

Canada Issues $5.5 Million in Humanitarian Assistance as Cuba Faces Deepening Crisis

On April 17, Ministers Anita Anand (Foreign Affairs) and Randeep Sarai (International Development) announced $5.5 million in relief for Cuba, currently dealing with widespread blackouts, fuel shortages, and limited access to essential services. The Pan American Health Organization will receive $5 million to strengthen health service availability, medical supplies, and health facility operations. The World Food Programme will be provided funds for food assistance and logistical/fuel needs. This aid aims to support vulnerable communities directly and will be monitored in coordination with local and international partners.

G7 Rapid Response Mechanism Reports on Foreign Interference in Moldova’s 2025 Elections

On April 17, the G7 Rapid Response Mechanism (RRM) Secretariat, with Canadian participation, published a report on coordinated foreign information manipulation campaigns identified during the 2025 Moldovan parliamentary elections. The consultation—coordinated with Moldovan government officials—details persistent Russian state-aligned activities designed to affect Moldova’s information space and democratic processes. The G7 pledged ongoing monitoring and public reporting of information operations targeting Moldova and similar jurisdictions.

Canada and European Space Agency Formalize General Security of Information Agreement

On April 16, Ministers Joël Lightbound (Government Transformation, Public Works and Procurement) and Anita Anand (Foreign Affairs) signed a General Security of Information Agreement with the European Space Agency (ESA). The agreement enables secure transmission of classified information and expands Canadian firms’ access to ESA programs, boosting opportunities for high-value contracts, research, and dual-use technology development. This establishes more direct pathways for integration into major international space supply chains and collaborative research on emerging technologies relevant to economic security and disaster response. Canada has been a non-European cooperating state with ESA since 1979.

Canada-Finland Joint Statement Signals Advanced AI and Technology Collaboration

On April 14, Minister Evan Solomon (Artificial Intelligence and Digital Innovation) met with Finnish Minister Sakari Puisto in Ottawa to advance bilateral cooperation in artificial intelligence, high-performance computing, and digital infrastructure. The statement includes plans to assess Finland’s participation in the Sovereign Technology Alliance and to coordinate on reducing strategic technology dependencies. Further, both nations intend to work on AI compute access, collaborative research, quantum advancement, and industry adoption of advanced technologies within frameworks supporting economic security.

Minister Sidhu Concludes Canadian Trade Mission to South China

From April 13–16, Minister of International Trade Maninder Sidhu led the first visit to South China by a Canadian Minister since 2018. Bilateral meetings with Vice Premier He Lifeng and Hainan Party Secretary Feng Fei resulted in renewed momentum for Canada-China economic cooperation. During the China International Consumer Products Expo, where Canada was the Guest Country of Honour, Sidhu witnessed the signing of 24 commercial agreements worth millions of dollars. Discussions with Chinese electric vehicle firms, such as BYD, XPeng, and Guangzhou Automobile Group, covered pathways for Canadian market access and supply chain requirements. Meetings with e-commerce giants Alibaba and Jingdong focused on leveraged export platforms for Canadian goods.

Canadian Armed Forces to Join Exercise BALIKATAN in Philippines

The Canadian Armed Forces announced on April 17 that they will actively participate in Exercise BALIKATAN in the Philippines from April 20 to May 8. The exercise, co-led by the United States and the Philippines, will bring together forces from the Royal Canadian Navy, Army, Air Force, Cyber Command, and Special Operations. Canada, Australia, and Allies Issue Joint Call on Protection of Aid Workers in Lebanon

On April 14, Global Affairs Canada distributed a joint statement alongside Australia, Brazil, Colombia, and six other nations, expressing collective concern regarding attacks on humanitarian personnel in Lebanon amid ongoing hostilities. The group welcomed the ceasefire mediated between the United States, Israel, and Iran, while calling for accountability for actions resulting in harm to aid workers. Government of Canada Confirms Investments to Structure Quebec Defence Industrial Ecosystem

On April 13, Minister Mélanie Joly announced nearly $4.5 million in non-repayable funding for three organizations—Aéro Montréal, Propulsion Québec, and Sous-traitance industrielle Québec—aimed at supporting Quebec SMEs’ integration into defence supply chains, both national and international. Canada’s International Transactions in Securities, February 2026

According to Statistics Canada, Canadian investors acquired $25.4 billion in foreign securities during February 2026, the highest level since March 2024. In the same period, foreign investors purchased $6.2 billion in Canadian securities, following an exceptional month in January.
