EU leaders mark Day of Remembrance for victims of totalitarian regimes

Joint statement on World Humanitarian Day addresses global crises
High Representative/Vice-President Kaja Kallas and Commissioner Hadja Lahbib issued a joint statement ahead of World Humanitarian Day on 19 August 2026. Agreement on EU-led forces' status in Djibouti for Red Sea crisis operation (EUNAVFOR ASPIDES)
The Official Journal published the Agreement between the European Union and the Republic of Djibouti on the status of EU-led forces deployed under the EUNAVFOR ASPIDES maritime security operation, signed in Djibouti on 16 July 2026 (CELEX: 32026A1946). The agreement sets out the legal framework for the presence and activities of EU forces in Djibouti, including privileges, immunities, and operational arrangements, in accordance with Council Decision (CFSP) 2024/583. It enters into force for an initial period of twelve months, renewable annually.
Council Decision on EU-Djibouti EUNAVFOR ASPIDES status agreement adopted
Council Decision (CFSP) 2026/1947 of 21 April 2026, published on 19 August 2026, authorises the signing and conclusion of the status agreement between the EU and Djibouti for EUNAVFOR ASPIDES (CELEX: 32026D1947). The decision, signed by President K. Kallas, provides the legal basis for the EU's consent to be bound by the agreement, which is intended to support maritime security operations in the Red Sea region.
EU and Pakistan finalise GATT quota adjustment post-Brexit
The Official Journal published the Agreement in the form of an Exchange of Letters between the EU and Pakistan concerning the apportionment of tariff-rate quotas in the EU Schedule CLXXV as a consequence of the UK's withdrawal (CELEX: 32026A1954). The agreement, signed on 21 August 2026, details the mutually agreed distribution of quantitative commitments under Article XXVIII of the GATT 1994, and outlines procedures for future adjustments.
Council Decision on EU-Pakistan GATT quotas concluded

EU-China GATT quota agreement enters into force
A notice in the Official Journal confirms the entry into force of the EU-China agreement modifying tariff rate quotas under Article XXVIII of the GATT 1994 (CELEX: 32026X1952). The agreement, signed in Geneva on 17 October 2025, took effect on 31 July 2026, and addresses adjustments required following the UK's withdrawal from the EU.
SPRFMO fisheries regulation amended on reporting and standards
Commission Delegated Regulation (EU) 2026/1761 of 12 June 2026 amends Regulation (EU) 2018/975 regarding reporting deadlines, line weighting standards, and data requirements for fishing activities in the South Pacific Regional Fisheries Management Organisation area (CELEX: 32026R1761). The amendments reflect changes adopted by SPRFMO in 2026 and enter into force four days after publication.
Sanctions updated against ISIL (Da’esh) and Al-Qaida
Commission Implementing Regulation (EU) 2026/1960 of 20 August 2026 amends Council Regulation (EC) No 881/2002 for the 359th time, updating the list of persons and entities subject to restrictive measures targeting ISIL (Da’esh) and Al-Qaida (OJ L 2026/1960). The updates follow UN Security Council Sanctions Committee decisions of 13–14 August 2026.
Emergency animal health measures updated for lumpy skin disease in Italy
Commission Implementing Decision (EU) 2026/1949 of 13 August 2026 amends annexes to Implementing Decision (EU) 2025/1582, revising emergency measures for lumpy skin disease virus in Italy (CELEX: 32026D1949).
