EU and UK sign Gibraltar Agreement concluding Brexit-related negotiations
The European Commission and the United Kingdom signed the EU-UK Agreement in respect of Gibraltar on 13 July 2026, finalising four years of negotiations following the UK's withdrawal from the EU. The agreement will provisionally apply from 15 July 2026, completing Gibraltar's legal framework outside the scope of the EU-UK Trade and Cooperation Agreement. Its provisions will strengthen shared prosperity, legal certainty and facilitate smoother bilateral cooperation, particularly between Spanish and Gibraltar authorities, while fully safeguarding the Schengen area and the Single Market. The Council approved provisional application on 1 July 2026; European Parliament consent and Council conclusion follow as next steps.
Commission and Ukraine deepen defence industrial integration, Drone Deal launched
On 14 July 2026, the Commission and Ukraine signed a new Defence Industrial Partnership, marking closer integration of their respective defence sectors, combined with the EU-Ukraine Drone Deal to drive the development and deployment of drones and counter-drone systems. The EU disbursed a new €1 billion tranche for Ukraine’s drone capabilities, as part of the €90 billion Ukraine Support Loan (Regulation (EU) 2026/467). The partnership includes joint production of drones, anti-ballistic missiles, and alignment of standards. Founding partnership members include major EU and Ukrainian manufacturers, with the first industry meeting set for September. The initiative intends to rapidly scale up Europe’s defence industrial base and strengthen Ukraine’s defence autonomy.
Commission welcomes EU-Ukraine Drone Alliance launch to boost technology cooperation
The European Commission announced the official launch of the EU-Ukraine Drone Alliance during the third EU-Ukraine Defence Industry Forum held in Kyiv on 16 July 2026. This marks the implementation of the 'Drone Deal' outlined by President Ursula von der Leyen and aims to accelerate the development of next-generation drones through joint ventures and technology transfer between EU and Ukrainian firms. Eighteen founding members were selected following an open call, including entities such as ORQA d.o.o., Indra Group, and Fincantieri. The alliance supports objectives set in the Joint Communication 'Preserving Peace – Defence Readiness Roadmap 2030' and complements the Action Plan on Drone and Counter-Drone Security adopted in February 2026.
Commission supports Gaza recovery and Palestinian reforms through Team Gaza Initiative
On 12 July 2026 the European Commission convened the Palestine Donor Group in Brussels to launch the Team Gaza Initiative, coordinating €883.6 million in early recovery support for Gaza. Commissioner Dubravka Šuica co-chaired with Palestinian Authority Prime Minister Mustafa. The initiative pools donor funds for water and sanitation, waste, health, energy, food and agriculture, and is rooted in needs assessment by the EU, UN and World Bank. Delegations discussed institutional reform progress under the Palestinian Reform Agenda. The Commission highlighted the continued use of the PEGASE mechanism to channel donor funds with strong monitoring and accountability provisions. PEGASE committed over €310 million for 2026-2027, with €41.7 million signed by Member States during the event.
EU designates Fitto as Special Representative to Cyprus settlement talks
Executive Vice-President Raffaele Fitto has been appointed as the European Commission’s Special Representative for Cyprus, to support United Nations-led efforts for a comprehensive settlement of the Cyprus issue. Fitto will work closely with the UN Secretary-General's Personal Envoy for Cyprus, María Ángela Holguín Cuéllar, aiming to restart negotiations based on UN Security Council resolutions and EU principles. His responsibilities include engaging stakeholders and building confidence for resumed talks.
Commission details Rule of Law Report’s role for 2026-2027 EU funding architecture
The 2026 Rule of Law Report, issued by the European Commission, will inform the design and approval of National and Regional Partnership Plans (NRPPs) under the proposed Multiannual Financial Framework (MFF) for 2028-2034. The Commission clarified that NRPPs must address challenges identified not only in the Rule of Law Report but also in the European Semester and its specific recommendations. Compliance with rule of law and fundamental rights conditions will be prerequisite for receiving Union funds. There will be no automatic linkage between the Commission’s country-specific recommendations and the approval or assessment of NRPPs; instead, the report will serve as one data point for Commission decisions.
EU and India advance strategic partnership at third Trade and Technology Council
On 14 July 2026, the European Union and India held the third meeting of their Trade and Technology Council in Brussels. Both parties agreed to open Horizon Europe association talks, establish an electric vehicle charging Innovation Hub, and strengthen start-up and semiconductor cooperation. The agenda covers digital trust services, market access, clean energy value chains, and technical standards such as 6G. Discussions reviewed progress in mobility, investment, research, and mutual recognition of digital credentials. Formal negotiations on Horizon Europe association will launch 17 July 2026, targeting conclusion before end 2026.
Commission welcomes political agreement on AGILE defence innovation programme
On 15 July 2026, the Commission announced a political agreement with the Parliament and Council on the Programme for Agile and Rapid Defence Innovation (AGILE), a €115 million pilot fund. Set for full implementation by early 2027, AGILE will deliver fast-track support to SMEs, start-ups, and scale-ups in areas such as AI, quantum, and drones, including for disruptive defence technologies. The programme is designed to accelerate development, testing, and market uptake of defence products and is part of the wider Defence Industry Transformation Roadmap.

Council adopts Sudan gold trade ban and export restrictions
Council Regulation (EU) 2026/1724 of 13 July 2026 introduced a prohibition on the purchase, import, or transfer of gold originating in Sudan if exported after 15 July 2026, as well as restrictions on goods used for gold mining or exploitation. The ban applies to all EU operators and addresses the role of gold revenues in financing armed conflict. Exceptions are provided for humanitarian purposes and for existing contracts relating to certain goods until 16 January 2027.
EU-UK Gibraltar Agreement signed, sets framework for border management and cooperation
The Agreement in respect of Gibraltar, signed 14 July 2026 (OJ 2026/1562), establishes new terms for border crossing, goods, customs, civil nuclear cooperation, policing and judicial matters. It removes physical barriers, enables Schengen-compliant border controls, and creates institutional governance mechanisms such as a Cooperation Council and specialised committees. The agreement includes protocols for the exchange of criminal record information, surrender procedures, and customs cooperation. It enters into provisional application 15 July 2026, pending ratification.
Council authorises €120 million lethal force assistance for Moldova
Council Decision (CFSP) 2026/1721 adopted 13 July 2026 provides €120 million in assistance from the European Peace Facility for the Republic of Moldova, financing medium-range air defence equipment and related supplies. This measure supports Moldova's defence sector and national security in the face of external threats. Implementation will be managed by the Lithuanian Central Project Management Agency.
EU approves new restrictive measures on Russia and Syria, human rights sanctions
Council Implementing Regulation (EU) 2026/1708 of 13 July 2026 enacts sanctions on 11 Russian individuals and 5 entities linked to human rights abuses in Russia, adding them to Annex IV of Regulation (EU) 2024/1485. Concurrently, additional restrictive measures were applied on Sudan, including sectoral bans related to gold exports, and new sanctions implemented against serious human rights violations globally per Regulation (EU) 2020/1998.
Political and Security Committee appoints new Head of EULEX Kosovo
Political and Security Committee Decision (CFSP) 2026/1781 of 14 July 2026 appoints Mr Antero Alfarela Oliveira Lopes as Head of Mission for EULEX Kosovo from 10 August 2026 to 14 June 2027, succeeding Giovanni Pietro Barbano. EULEX Kosovo’s mandate is focused on the rule of law, in line with Joint Action 2008/124/CFSP and its recent amendment.

Foreign Affairs Council discusses Black Sea strategy, Ukraine, Middle East crises
On 13 July 2026, the Foreign Affairs Council reviewed the situation in Ukraine following Russia's continued aggression, assessed the impact of the war in Iran and broader regional instability, and examined developments in Gaza, the West Bank and Lebanon, including humanitarian challenges. Ministers held an exchange on implementation of the EU’s Black Sea Strategy, designed to address security and economic priorities in the region.
Agriculture and Fisheries Council reviews Irish Presidency priorities and EU livestock strategy
The Agriculture and Fisheries Council on 13 July 2026 examined Irish presidency objectives, including CAP reform, market competitiveness, trade-related agricultural issues, and the Commission’s protein plan. Ministers also discussed the role of women in agriculture and the future direction of the sector.

AFET—Committee reviews draft report on Australia-EU political relations and Western Balkans growth facility
On 14 July 2026, the Foreign Affairs Committee (AFET) considered a draft report by Željana Zovko (PPE) on strategic EU-Australia relations amid international volatility (2026/2034(INI)). Members also discussed the Reform and Growth Facility for the Western Balkans and Moldova, and engaged with EU ambassadors to Serbia and Israel on region-specific priorities. The session included updates on the Irish Presidency's foreign affairs priorities.
INTA—Committee reviews EU outbound investment screening, relations with China and US, and Foreign Subsidies Regulation report
The International Trade Committee (INTA), meeting on 13–14 July in Brussels, held an exchange with Commission officials on the implementation of Recommendation (EU) 2025/63 regarding the review of outbound investments in critical technology sectors, and on the annual report on macro-financial assistance to third countries. On 14 July, Denis Redonnet, Chief Trade Enforcement Officer, led discussions on EU-China and EU-US trade and investment relations. The Committee also received the Commission’s evaluation of the Foreign Subsidies Regulation and discussed temporary trade-liberalisation measures for Armenia.
SEDE—Security and Defence Committee discusses Ankara NATO summit outcomes and AGILE programme
On 14 July 2026, the Subcommittee on Security and Defence (SEDE) received a debrief from NATO Deputy Secretary-General Radmila Shekerinska on the Ankara summit, with focus on defence industry developments, support for Ukraine, and strategic autonomy. The committee also reviewed recent defence innovation policy and AGILE programme developments as part of the EU security and defence agenda.
AGRI—Committee discusses generational renewal and EU-Australia trade, adopts opinions on budget and plant material rules
The Committee on Agriculture and Rural Development (AGRI) met 13–14 July 2026 to consider amendments on generational renewal in agriculture (Maria Walsh, PPE, rapporteur), review EU-Australia trade implications for the sugar sector, and conduct a public hearing on fertiliser prices. Members also adopted opinions on budgetary tracking for Union programmes, amending labelling/certification rules (rapporteur Camilla Laureti, S&D), and voted on the new Regulation on plant reproductive material.
