EU and US launch strategic partnership on critical minerals

On 23 April 2026, the EU and United States signed a Memorandum of Understanding (MoU) establishing a strategic partnership on critical minerals, accompanied by an EU-US Critical Minerals Action Plan. Commissioner for Trade and Economic Security Maroš Šefčovič and US Secretary of State Marco Rubio formalised bilateral cooperation on supply chain resilience, including exploration, extraction, processing, refining, recycling, and recovery. The Action Plan sets out joint trade policy measures, such as border-adjusted price floors, common standards for mining, and investment promotion. The partnership follows up on commitments from the Critical Minerals Ministerial meeting of 4 February 2026 and the Joint Statement of 21 August 2025. Both sides intend to collaborate in international fora, including the G7 and the Forum on Resource Geostrategic Engagement (FORGE).

Statement by President von der Leyen with President Costa and President Zelenskyy

President Ursula von der Leyen, President António Costa, and President Volodymyr Zelenskyy marked progress on the EUR 90 billion loan for Ukraine, with the first EUR 45 billion tranche scheduled for disbursement in 2026. One-third of the loan is allocated to budgetary needs and two-thirds to defence, including a drone package. The leaders also confirmed agreement on the 20th sanctions package against Russia. The Commission reaffirmed its commitment to Ukraine and its people, emphasising continued support in response to Russia’s ongoing aggression.

EU adopts 20th package of sanctions against Russia

On 22 April 2026, EU Member States adopted the 20th sanctions package targeting Russia, with measures covering energy, finance, trade, and media. The package introduces the anti-circumvention tool for the first time, focusing on exports to the Kyrgyz Republic. Energy measures include port bans, shadow fleet designations, and future maritime services bans on Russian oil. Financial restrictions affect banks in Russia and third countries, crypto asset platforms, and payment intermediaries. Trade bans cover goods such as rubber, tractors, and high-performance lubricants, while import bans target metals, chemicals, and minerals. Legal provisions protect EU operators from retaliatory actions. The package also expands measures against disinformation and prohibits Russian research funding.

Statement by President von der Leyen with Middle East partners

President von der Leyen joined Middle East leaders in Cyprus on 23 April 2026, acknowledging the extension of ceasefires between the United States and Iran, as well as Lebanon and Israel. Discussions focused on negotiating a lasting peace and restoring navigation in the Strait of Hormuz. The EU reaffirmed solidarity with regional partners and highlighted ongoing humanitarian aid, including six Humanitarian Air Bridge flights to Lebanon. The Commission announced plans to expand partnerships with Jordan, Egypt, Syria, and Gulf Cooperation Council (GCC) countries, including connectivity initiatives such as the India–Middle East–Europe Economic Corridor (IMEC). Proposals were advanced to broaden maritime coordination and address drone and missile proliferation.

Statement by the Commission and the High Representative ahead of the 40 years since the Chornobyl disaster

Ahead of the 40th anniversary of the Chornobyl disaster, the Commission and the High Representative issued a joint statement condemning recent Russian strikes on the New Safe Confinement structure and the continued occupation of the Zaporizhzhia Nuclear Power Plant. The EU called on Russia to comply with nuclear safety principles and return control of nuclear facilities to Ukraine. The Commission detailed longstanding support for nuclear safety in Ukraine, including over €1 billion in financing, €423 million for Chornobyl, and an additional €37 million in 2025 for urgent repairs. The EU reaffirmed commitment to high standards of nuclear safety and encouraged international cooperation, referencing relevant Directives: Nuclear Safety Directive 2014/87/Euratom, Basic Safety Standard Directive 2013/59/Euratom, and Radioactive Waste Directive 2011/70/Euratom.

Commission proposes actions to protect Europeans from the fossil energy crisis and accelerate the shift to clean, homegrown energy

On 21 April 2026, the Commission presented the AccelerateEU strategy in response to the fossil energy crisis exacerbated by conflict in the Middle East. The strategy includes immediate relief measures for households and industry, coordination on gas storage, oil stocks, and fuel distribution, and targeted support for vulnerable groups. The Commission will launch a Fuel Observatory and an Electrification Action Plan with ambitious targets. Investments are to be mobilised via the Recovery and Resilience Facility (€219 billion) and cohesion funds, supplemented by a Clean Energy Investment Strategy. The measures were requested by EU leaders at the March 19 European Council and will be discussed at the Informal European Council in Cyprus.

EU announces €235 million in humanitarian aid for West and Central Africa

The European Commission announced €235 million in humanitarian assistance for West and Central Africa on 21 April 2026, targeting conflicts, food crises, and displaced populations. Allocations include €75 million for emergency response in the Central Sahel, €16.6 million for Cameroon, €22 million for the Central African Republic, €72 million for Chad, €4.8 million for Mauritania, €33 million for Nigeria, and €6 million for coastal countries. Additional funding supports regional projects. The EU highlighted its role as a principal donor, referencing support pledged at the Third International Sudan Conference in Berlin.

EU, Ukraine and Canada to co-host high-level meeting on returning Ukrainian children

On 20 April 2026, the Commission announced a high-level meeting of the International Coalition for the Return of Ukrainian Children, co-hosted with Ukraine and Canada, to be held on 11 May in Brussels. The meeting aims to coordinate international efforts to trace, return, and reintegrate over 20,000 Ukrainian children forcibly taken since Russia’s invasion. High Representative Kaja Kallas, Commissioner Marta Kos, Ukrainian Foreign Minister Andrii Sybiha, and Canadian Foreign Minister Anita Anand will co-host. The International Coalition, launched in Kyiv in February 2024 and joined by the EU in September 2025, unites 47 countries and organisations.

Questions and answers on AccelerateEU Communication

The AccelerateEU Communication, published on 21 April 2026, addresses the impact of the Middle East conflict on energy markets. Measures include increased coordination on gas storage, oil stock releases, jet fuel and diesel availability, and targeted, temporary support for households and industry. The Commission will implement the Citizens Energy Package, establish a Fuel Observatory, and publish an Electrification Action Plan. Investment will be mobilised via the Industrial Decarbonisation Bank (€100 billion) and the Clean Energy Investment Strategy. The Communication highlights ongoing negotiations on the European Grids Package.
