Commission publishes evaluation of Nitrates Directive
The European Commission released a comprehensive evaluation of the Nitrates Directive (1991) on 14 July 2026, reviewing its impact over more than three decades. The Directive has contributed to reduced agricultural nitrate pollution in groundwater, surface, and marine waters, supporting EU water quality targets. The assessment indicated continued effectiveness, but recognized potential to reduce administrative burdens for farmers while improving nutrient management outcomes. Updated country reports for 2020–2023 were made available to guide Member States in the next phase of implementation. The evaluation also referenced upcoming convergence of monitoring cycles with the Water Framework Directive by 2027 and ongoing efforts to expand RENURE use for biofertilisers.
EU and UK sign Agreement in respect of Gibraltar
On 13 July 2026, the European Commission and the United Kingdom signed the EU-UK Agreement regarding Gibraltar. The Agreement, a result of over four years of negotiation, will provisionally enter into force on 15 July 2026 and completes the legal framework for EU-UK relations concerning Gibraltar. The accord is designed to promote shared prosperity in the region, facilitate cooperation between Spanish and Gibraltarian authorities, and safeguard Schengen, the EU Single Market, and the Customs Union. The Council adopted its proposal for the signing and provisional application on 1 July 2026, and the Agreement was transmitted to the European Parliament for consent.

Council Decision (EU) 2026/1732 on signing and provisional application of Agreement in respect of Gibraltar
Council Decision (EU) 2026/1732 of 1 July 2026, published in the Official Journal L 2026/1732 on 14 July, authorises the signing and provisional application of the Agreement in respect of Gibraltar between the EU and UK from 15 July 2026. The Decision clarifies roles for Spain on border and customs controls, provides arrangements for Council and Parliament involvement, and stipulates processes for suspending or terminating administrative arrangements. The Agreement removes physical barriers between the EU and Gibraltar and includes specific procedures impacting fisheries policy, port operations, and maritime movement.
Commission Implementing Regulation (EU) 2026/1727 amending tariff quota management linked to Mercosur
Commission Implementing Regulation (EU) 2026/1727 of 10 July 2026 amends Implementing Regulations (EU) 2020/761 and (EU) 2020/1988 to address technical provisions introduced by Implementing Regulation (EU) 2026/996. It introduces and corrects rules for tariff rate quotas, including for pigmeat from Paraguay under the Interim Agreement on Trade with Mercosur, and clarifies licence application text. The amendments apply retroactively from 1 May 2026, aligning the management of certain import quotas relevant to fisheries products.

Agriculture and Fisheries Council discusses priorities and protein strategy
The Agriculture and Fisheries Council on 13 July 2026 heard the Irish Presidency's programme and focused on the Commission’s livestock strategy and protein plan, as well as trade-related agricultural issues. Ministers also discussed the role of women in agriculture.

PECH Committee exchange with Irish Presidency on CFP and fisheries policy priorities
The Committee on Fisheries (PECH) met with Minister Martin Heydon on 15 July 2026 for a presentation of the Irish Council Presidency priorities. Discussions covered the implementation of the Common Fisheries Policy, the European Ocean Pact, and preparations for negotiations on the EU Maritime, Fisheries and Aquaculture Fund (EMFAF) for 2028–2034. Members raised concerns about proposed cuts to fisheries funding under the Multiannual Financial Framework, asked about simplifying policy, and sought updates on the Commission's evaluation of the CFP and multiannual fisheries plans.
PECH Committee discusses implementation of CATCH system and illegal fishing controls
On 15 July 2026, the PECH Committee reviewed implementation of the CATCH electronic certification system for imported fishery products, addressing ongoing challenges with Commission representatives. Additional agenda items covered IUU fishing, cross-border cooperation in fisheries management, invasive species impacts, and controls on seafood imports from Russia and Belarus.
