Parliament adopts amended Directive on surface and groundwater pollutants

On 26 March 2026, the European Parliament held a vote on the proposal for a directive amending Directive 2000/60/EC (Water Framework Directive), Directive 2006/118/EC (Groundwater Directive), and Directive 2008/105/EC (Environmental Quality Standards Directive), under procedure 2022/0344(COD). Rapporteur Javi López (A9-0238/2023) led the report through the Committee on the Environment, Public Health and Food Safety. The directive targets a revised list of surface and groundwater pollutants, including new substances relevant to fisheries and maritime environments. The legislation will now proceed to be signed by the co-legislators and published in the EU Official Journal; Member States are required to transpose the rules by 21 December 2027.

Parliament press release: Stricter EU rules on water pollution adopted

On 26 March 2026, the ENVI Committee announced the adoption of stricter rules to reduce water pollution, with a focus on substances of emerging concern such as PFAS (per- and polyfluoroalkyl substances), pharmaceuticals, industrial chemicals, pesticides, microplastics, and antimicrobial resistance indicators. The updated directive strengthens monitoring and control measures, including tighter environmental quality standards for substances already listed. The law, in alignment with the European Green Deal’s zero pollution ambition, will enter into force twenty days after publication in the Official Journal. EU countries must adapt their national rules by 21 December 2027.

Draft opinion: European Fund for economic, social and territorial cohesion, agriculture and rural, fisheries and maritime, prosperity and security (2028-2034)

On 26 March 2026, the Committee on Culture and Education (CULT) published a draft opinion (rapporteur: Hélder Sousa Silva) on the proposal for a regulation establishing the European Fund for economic, social and territorial cohesion, agriculture and rural, fisheries and maritime, prosperity and security for 2028-2034, amending Regulation (EU) 2023/955 and Regulation (EU, Euratom) 2024/2509 (COM(2025)0565; 2025/0240(COD)). The opinion proposes amendments to strengthen provisions regarding fisheries, maritime, and rural development, focusing on sustainable blue economy, climate adaptation, and digitalisation. The draft addresses improved funding synergies, monitoring, and stakeholder involvement, including fisheries sector representatives at all stages of fund planning and implementation.
