Technical Standards on Access to Regulated Information at Union Level Adopted

On 19 August 2026, Commission Delegated Regulation (EU) 2026/971 was published, supplementing Directive 2004/109/EC regarding regulatory technical standards on access to regulated information at Union level and repealing Delegated Regulation (EU) 2016/1437. The regulation aligns obligations with Regulation (EU) 2023/2859 establishing the European Single Access Point (ESAP) and Directive (EU) 2023/2864. The European Securities and Markets Authority (ESMA) is tasked with operating ESAP as the central access point for regulated information provided by Officially Appointed Mechanisms (OAMs). The regulation specifies secure communication protocols, metadata formats, and the classification of regulated information, with application from 10 July 2026. It was signed by President Ursula von der Leyen.

EBA Fee Structure for Pro Forma Model Validation Defined

Commission Delegated Regulation (EU) 2026/1000, published on 17 August 2026, supplements Regulation (EU) No 648/2012 by specifying the method for determining fees charged by the European Banking Authority (EBA) for validating pro forma models under Article 11(3) and the modalities of payment. The regulation sets out an activity-based management model and full cost recovery principles. The annual fee is proportionate to the average notional amount of non-centrally cleared OTC derivatives, with special provisions for models in use prior to 24 December 2024. The regulation enters into force twenty days after its publication.

Restrictive Measures List Updated for ISIL (Da'esh) and Al-Qaida

Commission Implementing Regulation (EU) 2026/1960 of 20 August 2026 amends Council Regulation (EC) No 881/2002 for the 359th time. The update reflects decisions taken by the UN Security Council Sanctions Committee in August 2026, modifying the list of designated persons, groups, and entities subject to asset freezes.

Notice of Entry into Force of EU-China Tariff Quota Agreement

A notice published on 19 August 2026 confirms that the Agreement in the form of an exchange of letters between the EU and the People’s Republic of China concerning tariff rate quotas, pursuant to Article XXVIII GATT 1994 and resulting from the UK's withdrawal, entered into force on 31 July 2026. The agreement modifies all tariff rate quotas included in the EU Schedule CLXXV.
