- Natural Resources Committee to Study Canada's Electrification and Energy Security: On October 5, the House Natural Resources Committee will hold a hearing on 'Canada’s Electrification, Energy Self-Sufficiency and Domestic Energy Security' with witnesses including the Canadian Association of Petroleum Producers and Manitoba Hydro.
- Environment Committee Panel on Home Energy Efficiency Retrofits: On October 6, the House Environment and Sustainable Development Committee meets to hear witness panels on home retrofit energy efficiency programs, with participation from Efficiency Canada, Ottawa Community Housing, and policy advocates.
- Fisheries and Oceans Committee In Camera Session on Fisheries Act Draft Report: On October 8, Fisheries and Oceans Committee will review and consider its draft report on the Fisheries Act, meeting in camera from 8:15 a.m. to 10:15 a.m.
- Senate Committee Reviews NL Offshore Petroleum Sector: The Senate Standing Committee on Energy, Environment and Natural Resources meets October 6 for an in camera session on Newfoundland and Labrador's offshore petroleum industry and to consider a draft report.
- Senate Committee Study on Pacific Coast Fisheries Licensing: The Standing Senate Committee on Fisheries and Oceans convenes October 6 to examine the commercial fisheries licensing regime on Canada's Pacific coast. Emily Orr of the BC Salmon Purse Seine Association will appear as a witness.

Federal Government Announces over $740 Million for Ocean Protection and Marine Safety Enhancements
Prime Minister Mark Carney, joined by Fisheries and Oceans Canada, announced on September 29 new federal investments exceeding $740 million over four years aimed at bolstering ocean conservation, marine safety, emergency preparedness, and Indigenous partnerships. Measures include renewal of the Oceans Protection Plan, enhancements in marine incident prevention and spill response, investments in conservation and protection enforcement, increased capacity in coastal monitoring, and initiatives for whale and salmon recovery. Notably, the Canadian Coast Guard will improve marine safety and response readiness on the West Coast, while Fisheries and Oceans Canada will launch an Arctic underwater noise monitoring program. The government will allocate $136 million to strengthen marine mammal spill response and manage underwater noise in regions experiencing increased marine traffic, and $186 million to expand Indigenous-led stewardship efforts including the Northern Shelf Bioregion Reconciliation Framework. These measures respond to concerns from First Nations about vessel traffic impacts on killer whales, salmon, and marine ecosystems, and include funding for modernising regulatory oversight and digital service delivery.

Pacific Link Pipeline Named Project of National Interest under Building Canada Act
On October 2 in Burnaby, Minister Jill McKnight toured the modernized Westridge Marine Terminal, relating updates on the Pacific Link pipeline following its new designation as a Project of National Interest. The Pacific Link pipeline, set to export an additional one million barrels of oil per day from Delta, B.C., will leverage the established Trans Mountain corridor and is expected to generate up to 140,000 jobs and $20 billion in annual GDP upon operation. The project includes expanded marine export capacity at Westridge and integrates extensive measures for operational safety, environmental mitigation, and ongoing consultation with Indigenous Peoples. Trans Mountain Corporation will remain lead developer, and the government notes that 69 mutual benefit agreements have been concluded with 81 Indigenous groups.

Canada Water Agency Formalizes National Agreement with Philanthropy for Water Security Initiatives
The Canada Water Agency, in coordination with the Canada Water Security Funders Group (collective asset value $2.4 billion), signed an MOU in Winnipeg on September 29 establishing a national collaboration framework for water security. The framework targets knowledge exchange, joint communications, investment co-funding in freshwater stewardship and ecosystem restoration, Indigenous-led water management, and development of Canada's National Water Security Strategy as outlined in the federal nature protection strategy. The agreement is designed to enable new models of public-private cooperation and coordinated responses to climate and resource stress on water systems.

Minister Dabrusin Opens Canada–China Ministerial Dialogue on Environment and Clean Technology
In Beijing, Environment Minister Julie Dabrusin relaunched the Canada–China Ministerial Dialogue on the Environment during the 2026 China Council for International Cooperation on Environment and Development. Discussions with China's Minister of Ecology and Environment, Huang Runqiu, focused on science-based environmental policy, green development, and deploying Canadian clean technology in China. The Canada China Business Council is organizing a Canadian Cleantech Mission to China for November, aimed at expanding Canadian participation in the world's largest clean tech market. The renewed dialogue is an outcome of Prime Minister Carney’s January 2026 China trip and aims to implement bilateral and multilateral agreements on climate cooperation.

Government of Canada Allocates $66.3 Million to Support Home Retrofit Financing Initiatives
On October 2, the Green Municipal Fund (Federation of Canadian Municipalities), with $66.3 million in federal support, launched 162 projects across Canada to facilitate home energy retrofits and sustainable affordable housing. These projects, coordinated with municipal and utility partners, cover every region (including new northern affordable housing in Nunavut). The financing is designed to support upgrades such as high-efficiency windows, heat pumps, and insulation, intended to reduce household energy consumption and promote climate resilience. Announcements were made by Environment Minister Julie Dabrusin and MP Jennifer McKelvie in Toronto.

Federal Government Reviews Progress on National Adaptation Strategy at 2026 Adaptation Canada Conference
At the Adaptation Canada conference in Toronto, supported by the federal government and ICLEI Canada, over 1,000 participants convened to assess climate resilience measures. Key topics included economic impacts of resilience policies, biodiversity threats, and national security risks from climate events. Outcomes will contribute to ongoing implementation of Canada's National Adaptation Strategy, with a focus on infrastructure, ecosystem resilience, and proactive disaster planning.

New Data Released: 2024 Survey of Drinking Water Plants
Statistics Canada released updated data on potable water production, treatment, and use for 2024. This national survey covers technological advancements, plant capacity, and treatment outcomes. Revisions to 2021 data sets have also been published.

Statistics Canada Publishes July 2026 Energy Production and Annual R&D Expenditure Data
According to StatsCan, July 2026 saw a 2.7% year-over-year growth in primary energy production, reaching 2.1 million gigajoules. Five of six energy subsectors reported higher output. In parallel, new results from the Annual Survey of Research and Development in Canadian Industry are available, containing finalized energy and intellectual property expenditure data for 2024, preliminary 2025 values, and 2026 intentions.

Federal and New Brunswick Governments Fund Shippagan Water Infrastructure Expansion
The Government of Canada, in partnership with New Brunswick, announced over $3 million across two federal funding streams for water, wastewater, and stormwater infrastructure in Shippagan, N.B. Upgrades, including a new UV system for lagoon treatment and expanded water mains, will support construction of 69 new homes and improved effluent quality.

Federal Money Supports Sport Facility Upgrades in Bathurst, New Brunswick
Serge Cormier, MP for Acadie—Bathurst, announced over $500,000 for modernization of the Bathurst Curling Club. The investment covers improvements to the arena’s ice plant and facility insulation, increasing energy efficiency and extending operational longevity. Minister MacDonald Discusses Food Security and Agricultural Innovation in Atlantic Provinces
Agriculture Minister Heath MacDonald, joined by New Brunswick’s Minister Pat Finnigan, met with farmers in New Brunswick and Prince Edward Island to discuss recent $750 million controlled environment agriculture funding and the new Productivity Mega Deduction. Ontario Companies Face over $350,000 in Fines for Environmental Protection Act Violations
Donald Constable, Nature’s Green Landscaping Inc., and Jack’s Landscaping Inc. were fined a combined $358,000 for multiple Environmental Protection Act violations, including illegal waste disposal and non-compliance with cleanup orders in Barrie.

AMCO Farms Inc. and director Fausto Amicone were convicted for exceeding phosphorus and water-taking limits and failing to comply with regulatory approvals, resulting in fines totaling $360,000.

Alberta Moves to Strengthen Illegal Dumping Penalties
