Commission approves German capacity mechanism of up to €35 billion to secure electricity supply

The European Commission has approved a German capacity mechanism under EU State aid rules, amounting to a total estimated cost between €15.6 billion and €35.2 billion, applicable from 2031. The mechanism will support electricity production, storage, and flexible consumption, ensuring supply meets demand, with competitive auctions for both existing and new capacity. Contracts awarded for 15 years will require climate-neutral operation by 2045; new gas plants competing for these contracts must be hydrogen-ready. The measure was assessed according to Article 107(3)(c) TFEU and the Guidelines on State aid for climate, environmental protection and energy 2022 (CEEAG), with delivery guided by the EU Electricity Regulation. Initial auctions reserved for additional capacity start in 2026–2027, while subsequent tenders cover all eligible technologies and cross-border capacity. Decarbonisation tenders supporting gas-to-hydrogen shifts will be notified separately. The non-confidential Commission decision will be accessible under case SA.106805 in the State aid register.

Commission approves €30 million Portuguese State aid for agricultural, fishery and aquaculture companies facing increased fuel and fertiliser prices

The European Commission has cleared a €30 million State aid scheme for Portuguese agricultural, fishery, and aquaculture firms affected by fuel and fertiliser price increases, under the Middle East Crisis Temporary State Aid Framework (METSAF, adopted 29 April 2026). The scheme, running until 31 December 2026, offers direct grants capped at €50,000 per company, with compensation reflecting price rises and specific sectoral criteria. The Commission evaluated the measure under Article 107(3)(c) TFEU and METSAF Sections 1 and 2.1, concluding it is proportionate and necessary for economic development without distorting competition. The scheme is registered under SA.124487 and aligns with temporary flexibility for energy-exposed industries.

Statement by President von der Leyen at Emergency Response Coordination Centre

President Ursula von der Leyen visited the Emergency Response Coordination Centre, recognising the role of the ERCC and the EU Civil Protection Mechanism in supporting Member States through early wildfire season and multiple cross-border emergencies. As of August 2026, the Civil Protection Mechanism was activated ten times for wildfires in eight countries, deploying resources including 800 pre-positioned firefighters from 25 countries, with Ukrainian teams joining for the first time. The President recalled Europe's increasing exposure to frequent and severe climate-driven crises, stressing the centre's operational capacity in diverse emergencies—ranging from wildfires and floods to health and earthquake response. The insights from this visit will inform forthcoming policy communications, including the State of the Union.

Commission greenlights Sweden's final payment request of €332.8 million under NextGenerationEU

The Commission has positively assessed Sweden's third and final payment request for €332.8 million under the Recovery and Resilience Facility (RRF), bringing total delivered funds to €3.45 billion and achieving 100% completion of the Swedish recovery plan ahead of the September deadline. Key reforms include industrial clean transition (Industry Leap), energy efficiency in multi-dwelling buildings, and expanded higher education enrolment. The European Economic and Financial Committee will now deliver its opinion, after which the Commission will formally adopt the payment decision. Sweden joins Denmark as one of the first Member States to fulfil all milestones and targets in this phase of NextGenerationEU.

NextGenerationEU reaches implementation deadline

The Recovery and Resilience Facility enters its final implementation phase with Member States required to submit all payment requests and supporting evidence by 30 September 2026 and the Commission to finalise payments by 31 December 2026. The Commission notes €440 billion already disbursed, with up to €133 billion outstanding. The instrument supported clean and digital transitions and strengthened energy independence, reinforcing resilience to external shocks. President von der Leyen, Executive Vice-President Fitto, and Commissioner Dombrovskis highlighted NextGenerationEU’s achievements and its role in accelerating reforms, investments, and convergence across the Union.

EU-Swiss emissions trading systems: Joint Committee Decision amends Annex I

Decision No. 1/2026 (CELEX: 32026D1993) of the Joint Committee established by the EU-Swiss Agreement on greenhouse gas emissions trading systems amends Annex I, ensuring ongoing compatibility following revisions to Directive 2003/87/EC and its updates by (EU) 2023/958 and (EU) 2023/959. The Decision maintains market integrity and competitive neutrality, reflecting new EU climate targets for at least a 55% reduction in greenhouse gas emissions by 2030. Delegated Regulation (EU) 2026/1214: Testing conditions for brake particle emission limits revised

Commission Delegated Regulation (EU) 2026/1214 (CELEX: 32026R1214), amending Regulation (EU) 2024/1257, updates testing requirements for compliance with brake particle emission limits in light-duty vehicles. The Regulation aligns testing protocols with UN Regulation No 179, replacing the earlier reference to UN Global Technical Regulation No 24, thereby incorporating technological and methodological updates relevant to the Euro 7 standard. The revised annex applies to vehicles classified as M1 and N1, and Euro 7ext categories.

Delegated Regulation (EU) 2026/1119: Regulatory technical standards for ESG rating provider authorisation

Commission Delegated Regulation (EU) 2026/1119 (CELEX: 32026R1119) supplements Regulation (EU) 2024/3005, specifying information required for authorisation and recognition of ESG rating providers under ESMA.
