Commission endorses Greece's €4.8 billion Social Climate Plan under Social Climate Fund

On 26 August 2026, the European Commission adopted Greece's €4.8 billion Social Climate Plan, the fifth and largest national plan under the Social Climate Fund to date. The plan, covering 2026–2032, will use revenues from emissions trading to support vulnerable households, transport users, and micro-enterprises in the clean transition. It aims to reduce reliance on fossil fuels through up to 62,000 building renovations, installation of 200,000 heat pumps and solar water heating systems, and expansion of social housing by 2,800 units. The plan allocates €226 million to renovate student residences and introduces a temporary heating allowance for up to 800,000 households annually. Investments include 200 new electric buses, 22 additional Athens metro trains, and a social leasing scheme for electric vehicles. The Commission determined the plan sufficiently addresses the social impacts of extending emissions trading to buildings and road transport under ETS2.

Commission Delegated Regulation (EU) 2026/1310 sets verification systems for construction products

Published on 28 August 2026, Commission Delegated Regulation (EU) 2026/1310 supplements Regulation (EU) 2024/3110 by establishing assessment and verification systems for product families and categories. The Regulation defines which system applies before harmonised technical specifications or European assessment documents become applicable. It introduces tailored systems for essential characteristics such as reaction to fire, external fire performance, dangerous substances, and environmental sustainability. The Regulation enters into force twenty days after publication and applies directly in all Member States.

Commission Delegated Regulation (EU) 2026/1281 amends recovery plan for Mediterranean swordfish

Commission Delegated Regulation (EU) 2026/1281, effective 24 August 2026, updates Regulation (EU) 2019/1154 on the multiannual recovery plan for Mediterranean swordfish. The amendment implements ICCAT Recommendation 25-09, allowing the combined use of loops with hooks and setting a maximum of 2,500 rigged hooks and loops onboard vessels. For trips longer than two days, a second set is allowed if stored and not readily usable.

Commission Delegated Regulation (EU) 2026/1342 updates international fisheries obligations

Commission Delegated Regulation (EU) 2026/1342, published 24 August 2026, amends Delegated Regulation (EU) 2015/98 under the International Convention for the Conservation of Atlantic Tunas. The Regulation aligns EU law with ICCAT Recommendation 25-06, allowing discarding of blue marlin and white marlin/roundscale spearfish once Member State quotas are reached, derogating from the landing obligation in Regulation (EU) No 1380/2013.

Commission Delegated Regulation (EU) 2026/1304 modifies import requirements for animal products

Commission Delegated Regulation (EU) 2026/1304, published 24 August 2026, amends Delegated Regulation (EU) 2022/2292 on requirements for entry into the Union of certain dairy and fishery products, and bivalve molluscs, echinoderms, tunicates, and marine gastropods. The Regulation updates Combined Nomenclature (CN) and Harmonised System (HS) codes, clarifies control plan requirements, and specifies conditions for products from wild catch and aquaculture.

Commission Implementing Decision (EU) 2026/1958 updates avian influenza emergency measures for Sweden

Adopted 21 August 2026, Commission Implementing Decision (EU) 2026/1958 amends the Annex to Implementing Decision (EU) 2023/2447 in response to an outbreak of highly pathogenic avian influenza in Sweden. The Decision lists new protection and surveillance zones in Tanum Municipality, based on Swedish authorities' measures and in line with Delegated Regulation (EU) 2020/687. The update aims to prevent unnecessary trade disruption and enters into force immediately.

Agreement between EU and Lebanon on PRIMA cooperation enters into force

Information published 24 August 2026 confirms entry into force, on 17 June 2026, of the amended Agreement between the European Union and the Republic of Lebanon for scientific and technological cooperation in the Partnership for Research and Innovation in the Mediterranean Area (PRIMA). The Agreement sets terms for Lebanon's participation in PRIMA research projects.
