Commission launches Electrification Action Plan and ETS review
On 16 July 2026, the European Commission presented the Electrification Action Plan with an interim target of 46% electrification of final EU energy use by 2040. The plan aims to accelerate the switch to electricity, particularly in industry, transport, and buildings, emphasising affordability and efficiency through grid, pricing and tax reforms. Accompanying the Plan, the Commission proposed a legal framework for more flexible network charges and signaled its intention to phase out fossil fuel subsidies. The updated review of the EU Emissions Trading System (ETS), also presented by Executive Vice-President Teresa Ribera and Commissioners Wopke Hoekstra and Dan Jørgensen, sets a new linear reduction trajectory for emissions after 2030 and introduces the Industrial Decarbonisation Bank with a funding facility of €100 billion. The revised ETS strengthens incentives for industrial decarbonisation, expands coverage to additional sectors such as municipal waste incineration and smaller maritime vessels, and tightens rules for free allocation. The proposal requires member States to spend at least 50% of ETS revenues on decarbonisation investments, integrates permanent carbon removals, and reforms the Market Stability Reserve for post-2030 market conditions.

Commission approves €63 billion French aid scheme for offshore wind
On 12 July 2026, the Commission cleared a French State aid scheme worth up to €63 billion under the Clean Industrial Deal State Aid Framework (CISAF, adopted 25 June 2025) to support the construction and operation of eleven offshore windfarms. The scheme covers a maximum 11.1 GW capacity and 47.8 TWh per year in the North Sea, Atlantic, and Mediterranean. Aid takes the form of a contract-for-difference via competitive tenders running for 25 years. The Commission found the measure is appropriate, proportionate and in line with Article 107(3)(c) TFEU and CISAF (sections 3 and 4.1.2), supporting decarbonisation and integrating clean energy into the electricity system. For three windfarms the new scheme supersedes approvals granted in August 2025.
Commission authorises Czech national capacity mechanism under CISAF
On 15 July 2026, the European Commission approved the Czech Republic's market-wide electricity capacity mechanism, the first such aid scheme authorised under the Clean Industrial Deal State Aid Framework (CISAF, decision of 25 June 2025). The measure, running 10 years from July 2026 with contracts up to 15 years, compensates participants for capacity supplied during scarcity. Selected via competitive bidding, the mechanism is open to generation, storage, cross-border capacity and demand-response, and respects EU CO2 emissions criteria. With a budget estimated between €3.1 and €6.2 billion, the measure aims to ensure security of supply identified in the latest European Resource Adequacy Assessment (ERAA 2025) and complies with Article 107(3)(c) TFEU.
Commission approves €300 million Irish aid for electricity price relief
On 15 July 2026, the Commission approved a €300 million Irish scheme to reduce temporary electricity costs for energy-intensive companies under the CISAF. The measure is open to sectors at risk of relocation, listed in the 2022 Climate, Environmental Protection and Energy State Aid Guidelines. Relief is provided for up to three years, conditional on reinvestment of at least 50% of aid in decarbonisation measures. The scheme, in force between 4 July 2025 and 31 December 2029, was found to meet CISAF and Article 107(3)(c) TFEU requirements.
Commission evaluates effectiveness of Nitrates Directive after 30 years
On 14 July 2026, the Commission published its first comprehensive evaluation of the Nitrates Directive (91/676/EEC) since 1991. The assessment concludes that the Directive remains effective in reducing agricultural nitrate pollution through a common EU approach, supports improved nutrient management, and delivers cost-efficient environmental protection and health benefits. The report identifies potential for simplification, including lower administrative burden for small farms and more tailored national implementation, particularly as coverage remains uneven and challenges persist in livestock-dense zones. Country reports for 2020–2023 were also released.

Emergency farm aid for climate and disaster losses: Reg. (EU) 2026/1698
Commission Implementing Regulation (EU) 2026/1698 of 10 July 2026, published 13 July, provides €56.6 million in emergency aid to agricultural sectors in Croatia, Cyprus, Portugal, Romania and Slovenia impacted by 2025–2026 drought, floods and frosts. The eligible sectors include fruit, cereals, livestock and wine. Payments must be made by 28 February 2027; up to 200% national top-up is permitted under objective, non-discriminatory criteria.
Approval renewal for pelargonic acid: Reg. (EU) 2026/1696
Commission Implementing Regulation (EU) 2026/1696 of 14 July 2026 renews approval of pelargonic acid (nonanoic acid) as a plant protection active substance under Reg. (EC) 1107/2009 until 1 October 2036. The regulation amends Implementing Regulation (EU) 540/2011. Renewal is based on updated EFSA risk assessments for groundwater, aquatic and soil organisms.
Commission Implementing Regulation (EU) 2026/1565 simplifies anti-deforestation due diligence
Commission Implementing Regulation (EU) 2026/1565 of 13 July 2026 amends Reg. (EU) 2024/3084, clarifying due diligence for operators and traders under Reg. (EU) 2023/1115 (anti-deforestation). The act introduces simplified declarations for small operators, contingency arrangements for system outages, and technical changes to registration and data risk profiling procedures. Rules take effect from 15 October 2026 for key attributions.
Union authorisation for two biocidal product families
Commission Implementing Regulation (EU) 2026/1692 of 13 July 2026 and 2026/1737 of 16 July 2026 grant Union authorisations for the biocidal product families 'ECA Disinfect Product family 5' and 'BPF THO TM Desana', respectively, under Reg. (EU) 528/2012. Both authorisations are valid to July 2036 for specific product types (e.g. drinking water disinfection, food use).

AGRI Committee hearing examines fertiliser market resilience and input prices
On 13 July 2026, the AGRI Committee held a public hearing titled 'Follow-up on the Strategy on Fertilisers and Rising Prices of Agricultural Raw Materials'. Expert stakeholders from Fertilizers Europe, Argus Media, COPA-COGECA and Ghent University discussed supply security, strategic autonomy, and nutrient recycling innovation. DG AGRI officials provided the Commission's perspective, and Members debated solutions for resilience and circularity in EU agriculture.
REGI Committee focuses on Just Transition Fund continuity for transitioning regions
On 16 July 2026, the REGI Committee hosted a hearing entitled 'Regions undergoing transition: ensuring the continuity of the Just Transition Fund and making sure no region is left behind'. Local authorities and Commission DG REGIO experts reviewed lessons from JTF-supported regions in Ireland, Poland and Germany and discussed design options for extending support beyond 2027. The session addressed regional development, project implementation and funding needs.
