EU awards over €1 billion to hydrogen projects in third European Hydrogen Bank auction
On 6 May 2026, the European Commission selected nine hydrogen production projects in seven EEA countries under the third auction of the European Hydrogen Bank. The projects will deliver nearly 1.1 gigawatts of electrolyser capacity and produce over 1.3 million tonnes of hydrogen over ten years, with an estimated greenhouse gas emissions avoidance of 9 million tonnes CO2e. Awarded projects will receive a total of approximately €1.09 billion, financed via the Innovation Fund sourced from the EU Emissions Trading System. Spain and Germany also contribute €1.7 billion in national funds through the Auctions-as-a-Service feature. Grant agreements are expected to be signed in late 2026, with projects required to reach financial close within 2.5 years and operational status within five years. Commissioner Wopke Hoekstra stated the investments will reinforce energy independence and industrial competitiveness.

Commission approves €5 billion German State aid scheme for industrial decarbonisation
On 6 May 2026, the Commission approved Germany's €5 billion State aid scheme to support industrial decarbonisation under Article 107(3)(c) TFEU and the CEEAG. The scheme targets sectors covered by the EU ETS, such as steel, chemicals, and cement, requiring projects to achieve at least 50% emission reductions within four years and 85% by the end of the 15-year contracts. Aid will be provided via two-way carbon contracts for difference, with annual payments linked to market developments. Beneficiaries must repay support if cleaner processes become cheaper than conventional ones. The measure replaces a previously approved but unimplemented scheme from March 2025. Executive Vice-President Teresa Ribera noted the scheme's focus on efficiency and fairness.
Commission publishes simplification review of EU Deforestation Regulation
On 3 May 2026, the Commission published a report on simplification measures for the revised EU Deforestation Regulation (EUDR), together with updated guidance, FAQs, and a draft delegated act on the product scope. The report estimates a 75% reduction in annual compliance costs for companies compared to the original EUDR. The draft delegated act proposes to add certain downstream products and exclude others, such as certain leather and packing materials. The updated implementing act on the Information System will include a simplified declaration for micro and small primary operators. The EUDR will apply from 30 December 2026 for most companies, and from 30 June 2027 for other micro and small enterprises. Commissioner Jessika Roswall stated that efforts are focused on facilitating efficient implementation.

The text details structural and emergency measures, data requirements, and governance frameworks, referencing Directives 2019/944, 2024/1711, 2024/1788, and 2023/1791.
Regulation (EU) 2026/1046: Amending emission credits calculation for heavy-duty vehicles (HDVs)
Adopted on 29 April 2026 and entering into force twenty days after publication, this Regulation amends Regulation (EU) 2019/1242 to modify the calculation of emission credits for HDVs for 2025–2029 reporting periods. Manufacturers can accrue credits if their specific CO2 emissions are below the target, instead of the reduction trajectory, to facilitate compliance ahead of 2030 targets. The amendment does not apply to urban buses.
Commission Delegated Decision (EU) 2026/429: Exemption from 100% reuse requirement for pallet wrappings and straps
Adopted on 25 February 2026 and published on 6 May 2026 (CELEX: 32026D0429), this Decision exempts economic operators using pallet wrappings and straps for transport from 100% reuse requirements under Regulation (EU) 2025/40. The exemption addresses disproportionate adaptation costs and technical limitations for certain logistics sectors.

ENVI Committee: Exchange with Commissioner Hoekstra on climate policy and performance tracking
On 4 May 2026, the Committee on the Environment, Climate and Food Safety (ENVI) held an exchange of views with Wopke Hoekstra, Commissioner for Climate, Net Zero and Clean Growth, as part of the structured dialogue. The agenda also included consideration of amendments to the expenditure tracking and performance framework for Union programmes (rapporteur Pierfrancesco Maran, S&D) and a study presentation on the climate impacts of the 2028–2034 MFF proposals.
