  • Committee on the Environment, Climate and Food Safety (ENVI): On April 27, the European Parliament's Committee on the Environment, Climate and Food Safety (ENVI) is scheduled to meet. Agenda includes: Amending Regulation (EU) 2024/1252; Amending Regulations (EU) 2016/679, (EU) 2016/1036, (EU) 2016/1037, (EU) 2017/1129, (EU) 2023/1542 and (EU) 2024/573 as regards the extension of certain mitigating measures available for small and medium sized enterprises to small mid-cap enterprises and further simplification measures; Chair’s announcements.

Commission launches AccelerateEU toolbox to counter fossil energy crisis

On 21 April 2026, the European Commission proposed a set of measures under the AccelerateEU toolbox to address rising fossil fuel prices following the escalation of conflict in the Middle East. The Commission will coordinate gas storage filling, oil stock releases, and emergency measures to ensure jet fuel and diesel availability. The plan includes the establishment of a Fuel Observatory, targeted income support, energy vouchers, and a State Aid Temporary Framework for exposed sectors. An Electrification Action Plan is expected by summer 2026. The Commission also calls for swift implementation of the European Grids Package and presents a Clean Energy Investment Strategy, aiming to mobilise both public and private funding for the energy transition. The measures respond to the European Council's request of 19 March 2026 and will be discussed at the Informal European Council in Cyprus.

EU and US formalise strategic partnership on critical minerals

On 23 April 2026, Commissioner Maros Šefčovič and US Secretary of State Marco Rubio signed a Memorandum of Understanding (MoU) in Washington DC, establishing a strategic partnership on critical minerals. The accompanying EU-US Critical Minerals Action Plan outlines bilateral cooperation across exploration, processing, recycling, and supply chain resilience. The Action Plan includes joint research, investment promotion, and stockpiling strategies, as well as development of common standards. These initiatives follow commitments from the Critical Minerals Ministerial meeting held on 4 February 2026 and build on the Joint Statement of 21 August 2025. Both sides will continue work in international fora, including the G7 and the Forum on Resource Geostrategic Engagement.

Global Green Bond Initiative Fund launched to mobilise €20 billion for sustainable infrastructure

On 23 April 2026, the EU and partner development finance institutions signed the Global Green Bond Initiative (GGBI) Fund, which seeks to mobilise up to €20 billion in private capital for sustainable infrastructure in low and middle-income countries. The Fund will invest in green bonds issued by governments, local authorities, and businesses, prioritising first-time issuers and allocating at least 20% to least developed countries. The initiative is supported by the European Fund for Sustainable Development Plus (EFSD+) Guarantee and involves equity contributions from European development banks and the Government of Luxembourg. Amundi will manage the fund. The GGBI Fund forms part of the EU's Global Gateway strategy and is complemented by technical assistance and a Green Coupon Subsidy Facility.

Commission greenlights Poland's fourth NextGenerationEU payment request

On 22 April 2026, the Commission assessed Poland's fourth payment request for €7.2 billion under the Recovery and Resilience Facility (RRF) and found that 30 milestones and 13 targets had been fulfilled. Key measures include hydrogen infrastructure investment, deployment of zero-emission buses, broadband expansion, hospital restructuring, and labour law reforms. The Economic and Financial Committee will deliver its opinion within four weeks, after which the Commission may proceed with the payment. This request brings Poland's total RRF funds disbursed to €34.15 billion, with 62.4% of its national plan paid out.

Commission approves €411 million capital injection into Croatian development bank HBOR

On 19 April 2026, the Commission approved a €411 million capital injection by Croatia's government into HBOR, funded by the Recovery and Resilience Facility. The measure will support SMEs, renewable energy projects, and infrastructure, with a focus on digital transformation, eco-friendly technologies, and regional connectivity. The approval followed assessment under Article 107(3)(c) TFEU, ensuring the aid addresses market failures without distorting competition. Croatia committed to limiting HBOR's activities to relevant market gaps and preventing crowding out of private sector operators.

Commission and Committee of the Regions sign Joint Action Plan on research and innovation

On 23 April 2026, the Commission and the European Committee of the Regions signed a new Joint Action Plan to strengthen the regional dimension of EU research and innovation policies. The plan sets four priorities: building local innovation ecosystems, facilitating green and digital transitions, promoting access to funding, and supporting evidence-based policymaking. The partnership aims to integrate frontier research into regional innovation outputs and enhance multilevel governance. The Joint Action Plan will be delivered by the end of the Commission's 2024-2029 mandate, building on the previous plan implemented from 2020 to 2025.

Remarks by Executive Vice-President Ribera and Commissioner Jørgensen on AccelerateEU

On 21 April 2026, Executive Vice-President Ribera and Commissioner Jørgensen addressed the press regarding AccelerateEU. Ribera highlighted Europe's record-high renewable generation in Q1 2026 and the need to accelerate clean energy deployment for security and competitiveness. Statement by President von der Leyen following Informal European Council

On 23 April 2026, President von der Leyen, President Costa, and President Christodoulides issued a joint statement after the Informal European Council in Cyprus.
