Commission approves German capacity mechanism of up to €35 billion to secure electricity supply
On 1 September 2026, the European Commission approved Germany’s market-wide capacity mechanism, estimated at €15.6 to €35.2 billion, under EU State aid rules. The mechanism, available from 2031, will enable the German transmission system operator to remunerate capacity to meet the reliability standard based on the European Resource Adequacy Assessment 2025 (ENTSO-E). The scheme is open to all technologies—including generation, storage, and demand response—and is accessible to both existing and new capacities, including cross-border participants. Contracts will last up to 15 years, and capacities must be climate-neutral by 2045. New gas plants awarded 15-year contracts are required to be hydrogen-ready. The Commission assessed the measure under Article 107(3)(c) TFEU and the Guidelines on State aid for climate, environmental protection and energy 2022 (CEEAG), concluding it is necessary and proportionate. Future decarbonisation tenders for gas-to-hydrogen shifts were also outlined but fall outside this approval.
NextGenerationEU reaches implementation deadline
On 30 August 2026, the Recovery and Resilience Facility (RRF), central to the EU's NextGenerationEU effort, reached its final implementation deadline. Member States must submit last payment requests by 30 September 2026, with the Commission concluding payments by 31 December 2026. President Ursula von der Leyen credited the RRF with accelerating clean energy transitions and reducing fossil fuel dependence. To date, €440 billion has been disbursed, with up to €133 billion still pending. The transition to the Facility’s closure was marked by Sweden’s successful completion of its plan.
Commission greenlights Sweden's final payment request of €332.8 million under NextGenerationEU
On 30 August 2026, the European Commission gave preliminary approval to Sweden’s third and final payment request, totalling €332.8 million under the Recovery and Resilience Facility. Sweden achieved 100% fulfilment of reforms and investments in its national plan, which emphasises clean transition measures, energy efficiency in multi-dwelling buildings, and higher education. Innovative energy sector initiatives include the “Industry Leap” for industrial decarbonisation. The Economic and Financial Committee will now review the assessment, after which the payment may proceed. Sweden is the second Member State to complete its RRF plan.

EU-Swiss Joint Committee updates ETS linking to reflect regulatory changes
Decision No 1/2026 of the Joint Committee, adopted on 9 June 2026 (OJ L 2026/1993, CELEX: 32026D1993), amends Annex I to the EU–Swiss Agreement on linking greenhouse gas emissions trading systems. The revision accounts for changes arising from Directives (EU) 2023/958 and 2023/959, which updated Directive 2003/87/EC aligning the EU ETS with the 2030 climate target. The update ensures continued compatibility between the EU and Swiss systems, as well as market integrity and competition neutrality.
Harmonised standard on protection of equipment in explosive atmospheres updated
Commission Implementing Decision (EU) 2026/1967 of 3 September 2026 (OJ L 2026/1967, CELEX: 32026D1967) amends Implementing Decision (EU) 2022/1668. The decision adds EN IEC 60079-28:2026, covering protection of equipment and transmission systems using optical radiation, to the list of harmonised standards for Directive 2014/34/EU. The withdrawal of the previous version EN 60079-28:2015 is deferred to 4 March 2028.
Definitive adoption of Amending budget No 1 for EU financial year 2026
On 3 September 2026, the EU definitively adopted Amending budget No 1 for the financial year 2026 ((EU, Euratom) 2026/1855, OJ L 2026/1855, CELEX: 32026X1855). The procedure, governed by Article 314 TFEU, was completed following Parliamentary approval on 7 July 2026 and Council's position from June.
