Commission Endorses Greece’s €4.8 Billion Social Climate Plan for Clean Transition

On 26 August 2026, the European Commission adopted Greece’s Social Climate Plan, the fifth and largest to date under the Social Climate Fund. The €4.77 billion plan, running from 2026 to 2032, aims to support 460,000 vulnerable households through building renovations and installation of 200,000 heat pumps and solar water heaters. It will also expand social housing by 2,800 energy-efficient units and renovate student residences, benefitting nearly 6,000 vulnerable students. The plan allocates funds for a temporary heating allowance reaching 800,000 households annually after the introduction of the new Emissions Trading System for buildings and road transport (ETS2). Investments include strengthening public transport with over 200 electric buses and new Athens metro trains, and introducing a social leasing scheme to enable access to electric vehicles. The plan will further dedicate €820 million to help 28,000 micro-enterprises reduce energy and transport costs. Greece will receive its first payment upon meeting implementation milestones.

President von der Leyen Sets Commission Priorities: Electrification, Energy Independence, and Industrial Policy

On 26 August 2026, Commission President Ursula von der Leyen addressed ‘La Rencontre des Entrepreneurs de France 2026’, outlining energy and industrial challenges facing Europe. She stated that energy costs remain a limiting factor for competitiveness, with European prices twice or three times higher than the US or China, and over half of energy still sourced from imported fossil fuels. Von der Leyen referenced the Electrification Action Plan to accelerate grid connections and storage, and announced continued investments in renewables and nuclear, which already power 70% of EU electricity. She highlighted the need for long-term contracts, grid upgrades, and modernised carbon market rules, including maintaining free allowances post-2030 for decarbonising industries. The President also announced a new Investment Accelerator from 2027 to mobilise €30 billion in projects, and the Industrial Decarbonisation Bank to deploy over €100 billion by 2030. Her speech addressed skills shortages and market fragmentation, alongside the drive for net-zero industry by 2050.

EU–UK Committee Amends Energy R&D Cooperation Protocol

Decision No 1/2026 (CELEX: 32026D1962) of the Specialised Committee on Participation in Union Programmes amends Protocol I to the Trade and Cooperation Agreement. Adopted on 15 April 2026 and published on 27 August 2026, the decision ensures continued UK participation in the Erasmus+ Programme and adjusts the financial contribution key for the 2021-2027 multiannual financial framework. The revised protocol will apply from 1 January 2027.

EU–Angola Investment Facilitation Committee Adopts Rules of Procedure

Decision No 1/2026 (CELEX: 32026D1957) of the Committee on Investment Facilitation under the EU–Angola Sustainable Investment Facilitation Agreement adopts the Rules of Procedure for committee operations. The decision was adopted in Brussels on 3 March 2026 and published on 26 August 2026.

Lebanon Joins EU PRIMA Research and Innovation Area

The agreement amending the EU–Lebanon scientific cooperation protocol for participation in the Partnership for Research and Innovation in the Mediterranean Area (PRIMA) entered into force on 17 June 2026. The entry was published in the Official Journal on 24 August 2026 (CELEX: 32026X1951).
