Commission approves €54 million Luxembourg State aid for transport firms facing increased fuel prices
The European Commission on 23 July 2026 authorised Luxembourg's €54 million aid scheme for road and rail freight companies impacted by fuel price increases caused by the Middle East crisis. The scheme, notified under the Middle East Crisis Temporary State Aid Framework (METSAF) adopted by the Commission on 29 April 2026, allows direct grants covering up to 70% of additional fuel costs incurred between 1 March and 31 December 2026. Commission issues recommendations on penalties and model contract clauses for methane regulation import requirements

Commission opens in-depth investigation into Saipem-Subsea7 merger in offshore energy services
The European Commission initiated a phase II investigation on 21 July 2026 under the EU Merger Regulation (case M.12236) into the proposed merger between Saipem and Subsea7, aimed at forming 'Saipem7'. Preliminary findings suggest the transaction may significantly reduce competition in the Subsea Umbilicals, Risers, and Flowlines (SURF) services market, critical for both oil and gas and carbon capture and storage (CCS) projects. Both companies are two of only three global market leaders in SURF services. Council Implementing Decision (EU) 2026/1776 authorises Belgium’s reduced electricity taxation for berthed vessels
Council Implementing Decision (EU) 2026/1776 of 10 July 2026 permits Belgium to apply reduced taxation rates for electricity provided to vessels berthed in ports through to 31 December 2032, provided it respects the minimum levels of Directive 2003/96/EC. The measure aims to improve air quality and support decarbonisation by encouraging shore-side electricity over onboard fuel combustion.
Council Implementing Decision (EU) 2026/1775 allows Croatia temporary reduction of excise duty on motor fuels
Adopted 10 July 2026, Council Implementing Decision (EU) 2026/1775 authorises Croatia to temporarily apply excise duty rates below the Directive 2003/96/EC minimum levels for gas oil and unleaded petrol used as motor fuel, from 1 August 2026 to 31 January 2027. The policy responds to fuel price surges due to Middle East disruptions.
