Commission adopts temporary State aid framework for sectors impacted by Middle East crisis

On 28 April 2026, the European Commission adopted the Middle East crisis Temporary State aid Framework (METSAF), a targeted and temporary response to the disruption in oil and gas supply resulting from the ongoing conflict. The framework enables Member States to grant State aid to agriculture, fishery, transport, and energy-intensive industries, covering up to 70% of extra costs from fuel and fertiliser price increases, as well as a simplified €50,000 flat-rate option for small beneficiaries. METSAF also allows energy-intensive industries to receive increased electricity cost relief under the Clean Industrial Deal State aid Framework (CISAF), raising aid intensity from 50% to 70%. The framework is in place until 31 December 2026, with the Commission reserving the right to review its scope and duration. Measures must be notified to the Commission for approval. The initiative follows the European Council conclusions of 19 March 2026 and complements existing State aid options and sectoral guidelines.

Commission refers Greece, Malta and Portugal to Court over late transposition of renewables rules

On 28 April 2026, the Commission decided to refer Greece, Malta, and Portugal to the Court of Justice of the European Union for failing to transpose Directive (EU) 2023/2413, amending Directive (EU) 2018/2001 on renewable energy. The Directive requires transposition of provisions, including a 42.5% renewable energy target for 2030, by 21 May 2025, and specific permitting procedures by 1 July 2024. Despite a letter of formal notice in July 2025 and reasoned opinions in December 2025, the Member States have not notified the required measures or documentation. The Commission is requesting the Court to impose financial sanctions under Article 260(3) TFEU.

Commission sets annual limit values for net greenhouse gas removals (2026-2029)

On 27 April 2026, Commission Implementing Regulation (EU) 2026/893 established the annual net greenhouse gas removal limits for Member States for 2026 to 2029, as required by Article 4(5) of Regulation (EU) 2018/841. The values are based on reviewed national inventories for 2016-2023 and set linear trajectories to 2030. The Regulation enters into force 20 days after publication and is directly applicable in all Member States.

Annual emission allocations for 2026-2030 amended for Member States

Commission Implementing Decision (EU) 2026/895, adopted 24 April 2026, amends Implementing Decision (EU) 2020/2126 to set annual emission allocations (AEAs) for Member States for 2026-2030 in accordance with Regulation (EU) 2018/842. The AEAs are based on updated inventory data and include adjustments for installations excluded from the EU ETS. The Decision enters into force 20 days after publication.

Parliament adopts position on market stability reserve for ETS2

On 29 April 2026, the ENVI Committee press release announced Parliament's adoption of its position to amend the market stability reserve (MSR) for the new emissions trading system for road transport and buildings (ETS2). Parliament supports faster release of allowances in case of carbon price spikes and proposes changes to cancellation rules for unused allowances. The rapporteur, Danuše Nerudová (EPP, Czechia), called for measures to mitigate social impacts and strengthen the social climate fund. Parliament is now ready to negotiate with the Council.

MEPs attend International Maritime Organization talks on shipping emissions

A delegation from the ENVI and TRAN Committees, led by Thomas Bajada (S&D, MT), participated in the IMO Marine Environment Protection Committee (MEPC) session in London from 27 to 29 April 2026. MEPs engaged with IMO officials, member states, and stakeholders on the global framework for reducing greenhouse gas emissions from shipping. The delegation reaffirmed Parliament’s support for an ambitious and predictable international regulatory framework.

New EU transport emissions rules: common methodology and tool for SMEs

On 28 April 2026, the ENVI and TRAN Committees issued a press release on new rules standardising the calculation of greenhouse gas emissions from transport services. The regulation, already confirmed by EU governments, introduces an EU-wide methodology for voluntary reporting and commits the Commission to develop a free calculation tool for small and medium-sized enterprises within four years. Rapporteurs Norbert Lins (EPP, DE) and Pierfrancesco Maran (S&D, IT) welcomed the increased transparency and support for SMEs.
