Presidential Proclamation on Robotics and Industrial Machinery Imports
President Trump issued a proclamation under Section 232 of the Trade Expansion Act of 1962 on October 28, 2026, identifying national security risks posed by imports of robotics, industrial machinery, and components. The action follows a Department of Commerce investigation that determined domestic production capacity is insufficient to meet critical needs in defense, manufacturing, and infrastructure. The proclamation instructs the Secretary of Commerce and U.S. Trade Representative to negotiate agreements addressing these risks, with duties, tariffs, quotas, or incentives under consideration. Results of negotiations are required within 180 days, with continuing monitoring authorized for future adjustments. The move is framed as a measure to support domestic industry and reduce reliance on foreign suppliers.

Cooperative Research and Development Agreement: Super Intelligence Situational Awareness Tools for Coast Guard Search and Rescue
The U.S. Coast Guard announced its intent to pursue a Cooperative Research and Development Agreement with LOOKOUT to evaluate Super Intelligence (SI) situational awareness tools for automated target detection using Coast Guard sensor feeds during Search and Rescue operations. Public comment is invited through November 25, 2026, and federal entities with comparable capabilities may propose participation in similar agreements. Proposed SI tools must be portable, edge computing-capable, and compatible with a range of sensor video feeds. Goals include benchmarking operational effectiveness, characterizing confidence levels, and generating performance data for future integration. The Coast Guard's Research and Development Center will supply technical staff, resources, and sensor data, while participants will provide technical support and summary reports. CRADAs differ from procurement contracts and are intended to promote transfer and evaluation of technology for operational use.

Presidential Determination Under the Defense Production Act for Petroleum Production and Logistics
President Trump signed a determination on October 22, 2026, invoking Section 303 of the Defense Production Act of 1950 to expand domestic petroleum production, refining, and logistics capacity, following the earlier national energy emergency declaration. The determination authorizes purchases, commitments, and financial support to offset constraints such as financing, permitting, supply chain disruptions, and infrastructure bottlenecks. Petroleum is deemed essential for defense readiness and operations. The Secretary of War is instructed to implement the determination via direct investment and support for relevant projects, with any inconsistent prior memoranda superseded. The measure seeks to mitigate vulnerabilities arising from inadequate domestic energy supply.

Request for Comments on Further Suspension of Section 301 Action: China's Targeting of Maritime, Logistics, and Shipbuilding Sectors
The U.S. Trade Representative issued a notice soliciting public input regarding a proposed two-month extension of the suspension of responsive actions under Section 301 relating to China's activities in maritime, logistics, and shipbuilding. The suspension would run through January 9, 2027, maintaining status quo from a prior trade deal announced in November 2025 and enabling continued negotiations with China while pausing duties and fees on specified maritime transport services and shipbuilding-related imports. Public comments are due by October 30, 2026, via USTR's online portal. No party will accrue liability for suspended duties during this period. Information gathered may influence ongoing negotiations and policy adjustments.
