DoD: $1.8B Sale of P-8A Patrol Aircraft to Denmark
The Department of Defense notified Congress of a $1.8 billion proposed foreign military sale to Denmark, comprising three P-8A Patrol Aircraft, various advanced navigation and communications systems, electro-optical and infrared equipment, and related support services. Boeing serves as the prime contractor, and implementation will involve up to fourteen U.S. personnel stationed in Denmark for up to two years. The transaction supports Denmark’s defense modernization and enhances its interoperability with U.S. and NATO forces. Classified elements of the transfer are rated SECRET, and Denmark is viewed as capable of safeguarding the technology. The sale is not expected to alter the military balance or affect U.S. readiness.

White House: Executive Order Addressing Threats from Cuba
President Donald J. Trump has enacted an executive order on January 29 establishing a national emergency and tariff system targeting countries supplying oil to Cuba, citing Cuba’s partnerships with adversarial actors and its hosting of military and intelligence facilities from hostile states. The order delegates monitoring and enforcement responsibilities to the Secretaries of State and Commerce. The order allows for adjustments based on any retaliatory measures or policy changes and mandates regular reporting to Congress. The executive order is effective January 30.

DoD Sale: Poland Requests $5.8B in PATRIOT Guidance Enhanced Missiles
A new notification amends Poland’s ongoing Integrated Air and Missile Defense program to add 788 PATRIOT Guidance Enhanced Missile-Tactical (GEM-T) missiles, increasing Poland’s procurement value by $5.8 billion to $16.3 billion. The missiles are designed for engagement of tactical ballistic missiles, cruise missiles, and aircraft, and feature modernized digital fuze technology. This procurement aligns with Poland’s commitment to NATO and is slated to strengthen regional deterrence capabilities. The agreement does not include additional non-major defense equipment.

DoD Approval: $353M Construction Services for Singapore Air Base
The Department of Defense has notified Congress of a Foreign Military Sales amendment involving construction services at Ebbing Air National Guard Base for Singapore, expanding the total contract value from $27 million to $353 million. The program covers contractor engineering, logistics, technical support services, and intends to reinforce Singapore’s operational interoperability with U.S. and coalition partners. There are no major defense items or offset agreements, and no additional U.S. personnel will be required in Singapore.

DoD: Norway Seeks $162.1M in MK 54 MOD 0 Lightweight Torpedoes
The DoD has notified Congress of Norway’s request to acquire up to fifty MK 54 MOD 0 lightweight torpedoes at a total estimated value of $162.1 million, including components, technical documentation, and service support. The upgrade provides modern guidance and control technologies for surface ship and aircraft launches. RTX Corporation will supply the equipment, and the implementation requires temporary deployment of technical teams for oversight in Norway. The transfer does not impact the basic military balance or U.S. defense readiness, and sensitive elements are classified at the SECRET level.
