Commission signs IRIS² deployment agreement with industry, accelerates secure satellite programme for defence
The European Commission and the SpaceRISE consortium concluded negotiations on 6 August 2026 by signing the implementation agreement for IRIS², the EU's secure satellite constellation for defence, security, and governmental applications. The agreement expands IRIS² to 348 satellites: 330 in low Earth orbit and 18 in medium Earth orbit. The deal introduces 66 additional high-low Earth orbit satellites to increase resilience and defence communications capabilities. The accelerated deployment enables first satellite launches by 2029, with the consortium of Airbus Defence and Space, Thales Alenia Space, OHB, and Aerospacelab committed as core suppliers. Member States such as Poland and Hungary committed €656 million and €500 million, while Spain aims for €1.6–2 billion, supplementing EU funds for 2028–2034. Commissioner Andrius Kubilius noted the constellation will provide a sovereign, secure EU connectivity backbone for defence and emergencies.
EU receives €1.4 billion from immobilised Russian assets for Ukraine support
On 3 August 2026, the EU received a €1.4 billion transfer in revenues accrued from interest on Central Bank of Russia assets immobilised under sanctions. This marks the fifth such transfer, with a total of €8 billion allocated since asset blocking. 95% of this tranche is channelled via the Ukraine Loan Cooperation Mechanism to assist Ukraine with EU macro-financial loan repayments, including G7 ‘Extraordinary Revenue Acceleration (ERA) Loans’. The European Peace Facility will receive the remaining 5% to support Ukraine's military and defence needs. Under Regulation 2025/2600 (adopted 21 May 2024), the EU established the legal framework to direct these proceeds to Ukraine. President Ursula von der Leyen said these measures respond to the continued Russian aggression.

Council Implementing Regulation (EU) 2026/1940 applies further restrictive measures in response to Russia’s military escalation in Ukraine
Council Implementing Regulation (EU) 2026/1940, adopted on 7 August 2026 with reference to Regulation (EU) No 269/2014 (CELEX: 32026R1940), adds five individuals to the EU sanctions list due to actions undermining Ukraine's territorial integrity. The legal changes follow conclusions of the European Council of 18–19 June 2026 and are effective upon publication in the Official Journal.
Council Implementing Decision (CFSP) 2026/1938: Libya sanctions list updated following UN Security Council action
On 7 August 2026, the Council adopted Implementing Decision (CFSP) 2026/1938 (CELEX: 32026D1938), amending Decision (CFSP) 2015/1333 regarding restrictive measures in view of Libya’s situation. One vessel has been added to Annex V, in line with UN Security Council Resolution 2146 (2014) from 22 July 2026.

Commission Implementing Regulation (EU) 2026/1941 (CELEX: 32026R1941), published 7 August 2026, amends Annex V to Council Regulation (EU) 2016/44 regarding Libya. It implements a UN decision adding one vessel to the EU’s list for restrictive measures, effective immediately upon publication.
Council Decision (CFSP) 2026/1939 updates Ukraine-related sanctions list following Russia’s targeting of civilian infrastructure
Council Decision (CFSP) 2026/1939 (CELEX: 32026D1939) of 7 August 2026 amends Decision 2014/145/CFSP. Five persons are added to strengthen sanctions in reaction to Russia’s campaign against Ukrainian civilian targets.
Council Implementing Decision (EU) 2026/1923 revises Ukraine Plan eligibility, extends funding and adapts reform targets

The decision approves 27 new reform actions and adapts 34 others, adjusting deadlines and objectives in light of current events in Ukraine.
