Commission disburses another €3.47 billion to Ukraine for drones, missiles, air defence and fighter jets
On 29 July 2026, the European Commission announced the disbursement of €3.47 billion to Ukraine under the defence window of the €90 billion Ukraine Support Loan. The funds will finance drones—including long-range jet-powered systems—missiles, and Gripen fighter jets. This forms part of an overall €28.3 billion allocation to support Ukraine’s defence industrial capacity in 2026, with disbursements set to continue through the year. The assistance responds to Ukraine’s urgent military requirements stemming from Russia’s ongoing war, aligning with the European Council’s Implementing Decision of 23 April 2026. Earlier in the year, prior tranches under the Macro-Financial Assistance (MFA) and defence windows were released. The support follows Regulation (EU) 2026/467 and related Council acts, and aims at enabling rapid procurement and delivery of critical defence materiel.

Council Regulation (EU) 2026/1891: Restrictive measures regarding Iran’s military support to Russia and actions in Middle East and Red Sea
Council Regulation (EU) 2026/1891, adopted on 30 July 2026, amends Regulation (EU) 2023/1529 concerning restrictive measures over Iran’s military assistance to Russia and activities in the Middle East and Red Sea. Notably, it introduces a derogation permitting the sale or supply of certain sanctioned goods and software needed for specific non-military uses in Iran, especially for visa processing and diplomatic operations by the EU and Member States. The regulation entered into force on 31 July 2026 and applies EU-wide.
Council Implementing Decision (EU) 2026/1879: UK participation in Ukraine defence industry support
Council Implementing Decision (EU) 2026/1879 of 24 July 2026 determines that the UK meets the statutory requirements for participation in assistance under Regulation (EU) 2026/467, which supports Ukraine’s defence industrial capacities. The decision takes effect retroactively from 13 July 2026 and covers specific categories of defence products, including ammunition, missiles, air defence, cyber, and supporting systems.
Political and Security Committee Decision (CFSP) 2026/1884: EUNAVFOR MED IRINI operation reconfirmed
Political and Security Committee Decision (CFSP) 2026/1884, adopted 16 July 2026, reconfirms authorisation for the EU military maritime operation EUNAVFOR MED IRINI. The mandate is extended for a four-month period, from 1 August to 30 November 2026, maintaining operational continuity in the Mediterranean.
Council Decision (CFSP) 2026/1876: New EU Special Representative appointed for the Sahel
Council Decision (CFSP) 2026/1876 of 23 July 2026 appoints Birgitte Markussen as EU Special Representative for the Sahel, effective 1 September 2026 to 31 August 2027. Markussen’s mandate encompasses political dialogue, coordination, and the implementation of the EU’s Renewed Approach to the Sahel.
Council Decision (CFSP) 2026/1856: Mandate for EUTM RCA extended in Central African Republic
The Council, on 24 July 2026, adopted Decision (CFSP) 2026/1856 amending the mandate of the EU military training mission EUTM RCA in the Central African Republic. The mandate, previously due to expire September 2026, is now extended to 31 December 2026 with a new reference budget.
