Commission completes €10 billion EU-Bond transaction to finance defence and Ukraine support
On 11 May 2026, the European Commission raised €10 billion through its fifth syndicated transaction of the year, comprising a €6 billion 7-year bond maturing in October 2033 and a €4 billion tap of the 30-year bond maturing in October 2055. This transaction is part of the Commission's €100 billion funding target for the first half of 2026, of which €77.3 billion has been issued to date. The funds aim to support the EU's political priorities, including investments in defence and assistance to Ukraine. The Commission uses both auctions and syndications to raise funds, with EU-Bonds and EU-Bills as primary instruments. The total outstanding EU debt is currently about €809 billion, including €80.4 billion in NextGenerationEU Green Bonds. Borrowing is guaranteed by the EU budget, with legal obligations from all Member States.

Council Decision (CFSP) 2026/1082: EPF assistance measure for Bosnia and Herzegovina Armed Forces
Council Decision (CFSP) 2026/1082 of 12 May 2026 establishes a €15 million assistance measure under the European Peace Facility for Bosnia and Herzegovina. The measure will finance non-lethal equipment, including protective gear, CBRN equipment, cargo vehicles, and night vision devices, alongside related training. The duration is set for 36 months from adoption, with compliance and monitoring arrangements managed by the High Representative.
Council Decision (CFSP) 2026/1084: EUMAM Mozambique mandate extended
Council Decision (CFSP) 2026/1084 amends Decision (CFSP) 2021/1143, extending the EU Military Assistance Mission in Mozambique (EUMAM Mozambique) until 31 December 2026. The financial reference amount for the extension is €3.14 million.
Council Decision (CFSP) 2026/1079: Cyber-sanctions regime extended and updated
Decision (CFSP) 2026/1079 of 11 May 2026 extends restrictive measures under Decision (CFSP) 2019/797 on cyber-attacks against the Union or its Member States until 18 May 2028. The list of sanctioned persons and entities is updated, with measures for four individuals and one entity revised.
Council Decision (CFSP) 2026/1083: EUAM Ukraine mandate updated and budget increased
Council Decision (CFSP) 2026/1083 amends the mandate of the EU Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine), adding new tasks to support hybrid threat response and veteran reintegration. The financial reference amount for operations from June 2024 to May 2027 is set at €128.025 million.

Council Implementing Regulation (EU) 2026/1055 of 11 May 2026 updates Regulation (EU) No 269/2014, adding 16 individuals and 7 entities to the sanctions list over actions undermining the territorial integrity of Ukraine.

Council Decision (CFSP) 2026/1072 of 11 May 2026 amends Decision 2014/145/CFSP, expanding the list of persons and entities subject to restrictive measures due to actions threatening Ukraine's sovereignty.
PSC Decision (CFSP) 2026/1093: New Head of Mission for EUCAP Sahel Mali appointed
Political and Security Committee Decision (CFSP) 2026/1093 appoints Eugène VAN KEMENADE as Head of Mission for EUCAP Sahel Mali from 13 May 2026 to 31 January 2027, succeeding Peter KOLDING.
PSC Decision (CFSP) 2026/1060: New EU Force Commander for EUNAVFOR ATALANTA
Decision (CFSP) 2026/1060 of 5 May 2026 appoints Rear Admiral Francisco Javier VÁZQUEZ SANZ as EU Force Commander for EUNAVFOR ATALANTA, effective 10 June 2026, replacing Rear Admiral Daniele Paolo Maria MARTINUZZI.
