Commission greenlights Sweden's final payment request under NextGenerationEU
On 30 August 2026, the European Commission approved Sweden's third and final payment request for €332.8 million under the Recovery and Resilience Facility, part of NextGenerationEU. The approval marks Sweden as the second Member State to fulfil 100% of its recovery and resilience plan reforms and investments, ahead of the end-September deadline. The Commission's assessment found satisfactory completion of all six outstanding targets required by the Council Implementing Decision. Key measures included the 'Industry Leap' initiative for industrial clean transition and improvements to energy efficiency in multi-dwelling buildings. The Commission's preliminary evaluation has now been submitted to the Economic and Financial Committee, which will provide its opinion before the Commission makes the final payment decision. Sweden submitted its third payment request on 2 July 2026, with a total of €3.45 billion disbursed once Council approval is received.
NextGenerationEU reaches implementation deadline for national recovery plans
On 30 August 2026, the Recovery and Resilience Facility (RRF), the principal component of NextGenerationEU, entered its final implementation phase. Member States have until 30 September 2026 to submit final payment requests and supporting documentation, with all payments to be made by 31 December 2026. European Commission President Ursula von der Leyen commented on the instrument's contribution to accelerating the clean and digital transitions and reducing reliance on imported energy. Since inception, the Facility has disbursed €440 billion, with €133 billion remaining to be paid by the end of 2026. The RRF was designed as a performance-based structure, delivering funding upon fulfillment of predefined reforms and investments in line with the EU's sustainability and competitiveness objectives.

Commission Implementing Regulation (EU) 2026/1963: Steel import transparency requirements published
Commission Implementing Regulation (EU) 2026/1963, dated 28 August 2026, enters into force to expand documentation requirements for Union steel imports. The regulation mandates importers to provide a Mill Test Certificate, or alternative evidence, to declare the country of ‘melt and pour’ and the heat number for relevant steel products. Complementary evidence, such as invoices or production records, may also be submitted, particularly for SMEs, during a one-year transitional period until 1 October 2027. Failure to supply appropriate verifiable evidence leads to rejection of import by customs authorities.
Definitive adoption of Amending budget No 1 for financial year 2026
On 3 September 2026, the European Parliament President declared the definitive adoption (EU, Euratom) 2026/1855 of Amending budget No 1 for 2026. This enactment follows the completion of the procedure under Article 314 TFEU, after Council approval and Parliament's endorsement on 7 July 2026. The budget amendment is pursuant to Regulation (EU, Euratom) 2024/2509 and Council Regulation (EU, Euratom) 2020/2093, ensuring financial adjustments under the Multiannual Financial Framework.
