Commission endorses Greece's €4.8 billion Social Climate Plan for clean transition
On 26 August, the European Commission adopted Greece's Social Climate Plan, the fifth and largest national plan under the Social Climate Fund. The plan will mobilise €4.77 billion until 2032, including €3.57 billion from the EU and €1.2 billion from national funds, supporting emissions reductions of 811,000 tons CO2 equivalent yearly by 2032. It targets 460,000 vulnerable households through renovations and heat pump installations, expands social housing stock with 2,800 new energy-efficient units, and allocates €226 million for student residence renovations. The plan introduces a temporary heating allowance for up to 800,000 vulnerable households annually and strengthens public transport with over 200 new electric buses, 22 metro trains, and charging infrastructure. Accessibility upgrades are planned for railway and metro stations, and €820 million is dedicated to micro-enterprises for energy efficiency and cleaner mobility solutions. Greece can request Commission payments once implementation milestones are achieved.

Commission Delegated Regulation (EU) 2026/1310 establishes assessment and verification systems for construction products
Published on 28 August 2026, Commission Delegated Regulation (EU) 2026/1310 supplements Regulation (EU) 2024/3110 by defining assessment and verification systems for product families and categories in the construction sector. The regulation takes into account the systems set out in Regulation (EU) No 305/2011, addressing essential characteristics such as reaction to fire, dangerous substances, and environmental sustainability. It applies tailored systems to product families, aiming to ensure health and safety and environmental protection. The regulation will enter into force twenty days after its publication and is binding in all Member States.
EU-Angola Investment Facilitation Committee adopts Rules of Procedure
Decision No 1/2026 of the Committee on Investment Facilitation, published 26 August 2026, adopts the Rules of Procedure for the Committee established by the Sustainable Investment Facilitation Agreement between the EU and the Republic of Angola. The decision enters into force upon adoption, with Joanna Szychowska and Victor Hugo Guilherme serving as co-chairs.
