Commission issues Statements of Objections in suspected construction chemicals cartel case
On 19 July 2026, the European Commission informed manufacturers and trade associations active in France, Germany, and Spain of its preliminary view that they breached EU antitrust rules by colluding to increase prices for chemical additives and admixtures used in cement, concrete, and mortar. The investigation focuses on suspected price coordination in 2021–2022, associated with press releases prepared by national trade associations to justify these price increases in response to rising raw material costs. Statements of Objections were sent to companies including Cemex, Chryso, Mapei, Master Builders Solutions, MC Bauchemie, Sika, and national trade associations SYNAD, Deutsche Bauchemie, and ANFAH. The inquiry was initiated after unannounced inspections in October 2023. Parties now have an opportunity to respond and request an oral hearing. The proceedings follow Article 101 TFEU and Regulation 1/2003. No formal deadlines for completion exist; the outcome remains open pending further examination.
Commission endorses Latvia's €617 million Social Climate Plan under the Social Climate Fund
On 19 July 2026, the Commission endorsed Latvia's Social Climate Plan, the third national plan approved under the new Social Climate Fund. The plan will mobilise €617 million from 2026 to 2032, targeting energy-inefficient households and users impacted by limited public transport, aiming to reduce CO2 emissions by 45,000 tonnes. Eligible households can access funding for home renovations and energy efficiency improvements, while vulnerable transport users may receive support to purchase electric vehicles or devices. The scheme also supports regulatory reform and investment in sustainable public transport. Approval follows assessment of social impacts under ETS2, and Latvia may request payments post-milestone achievement. Eight Member States have formally submitted plans; the Fund runs until 2032 and is expected to mobilise €86.7 billion across the EU.
Commission launches public consultation on revised State aid Rescue and Restructuring Guidelines
On 23 July 2026, the European Commission initiated a public consultation on proposed updates to the Guidelines on State aid for rescuing and restructuring non-financial undertakings in difficulty. Key proposed changes include expanding eligibility to the steel sector, easing solvency criteria for innovative startups, and recognizing hybrid financial instruments in equity assessments. The consultation, open until 4 September 2026, follows prior evidence gathering and will inform discussions with Member States. Adoption of revised Guidelines is scheduled for end-2026, prior to the expiry of the current version. The process is grounded in Article 107(3)(c) TFEU and applies to companies classified as 'undertaking in difficulty.'
Commission greenlights Sweden’s €1.47 billion payment under Recovery and Resilience Facility
On 22 July 2026, the Commission approved Sweden's second payment request for €1.47 billion from the Recovery and Resilience Facility (NextGenerationEU), following completion of 8 milestones and 8 targets under the Council Implementing Decision. Measures include reforms for green transition, streamlined environmental permits and electricity grid development, increased study places, improved elderly care, and accelerated building permit processes to boost new rental dwellings. The Economic and Financial Committee now reviews the request before final payment. Sweden’s plan features investments in energy-efficient housing, climate projects, vocational training, and broadband expansion. Remaining milestones must be implemented by 31 August 2026.
Commission reaffirms European Pillar of Social Rights
On 21 July 2026, the Commission adopted a Communication reviewing the European Pillar of Social Rights, reiterating its role as the EU’s foundation for fairness, inclusion, and opportunity amid ongoing transformation. The Communication identifies priorities in affordability, AI in labour markets, and reducing inequalities across the EU. It launches a consultation with social partners on activation for those facing barriers to employment. The Commission will establish a high-level group addressing AI’s impact on jobs, and plans to present a Quality Jobs Act later in 2026. The Pillar, adopted in 2017, guided policies including the EU Minimum Wage Directive and the European Child Guarantee.

Commission Implementing Regulation (EU) 2026/1785: New exporting producer treatment for steel fasteners
Published 24 July 2026, Regulation (EU) 2026/1785 amends Implementing Regulation (EU) 2022/191, granting Zhejiang Yitai Mechanical Technology Co., Ltd the 'new exporting producer treatment.' The company will be subject to the duty rate applicable to cooperating firms not included in the original sample, set at 39.6%, after fulfilling all three NEPT criteria per Article 2. The regulation enters into force following publication in the Official Journal.
Commission Implementing Regulation (EU) 2026/1788: Deletion of incorrect TARIC codes for steel fastener anti-dumping duties
Adopted 23 July 2026, Regulation (EU) 2026/1788 amends Implementing Regulation (EU) 2022/191 by deleting two TARIC codes (7318 22 00 31 and 7318 22 00 95, consigned from Malaysia), which were erroneously retained. Duties collected without valid legal basis since 2022 will be repaid. The amendment applies retroactively from 18 February 2022.
Commission Initiates Investigation into Hardwood Plywood Circumvention—Implementing Regulation (EU) 2026/1840
On 24 July 2026, Regulation (EU) 2026/1840 initiates an anti-circumvention investigation concerning anti-dumping duties imposed by Regulation (EU) 2025/2333 on imports of hardwood plywood from China. The probe covers imports of modified plywood, now subject to registration. The Greenwood Consortium lodged the request; the investigation will conclude within nine months.
Commission Delegated Regulation (EU) 2026/849: Legal mechanisms for completion guarantees in residential property construction
Published 23 July 2026, Regulation (EU) 2026/849 supplements Regulation (EU) No 575/2013, establishing regulatory technical standards defining equivalent legal mechanisms to ensure completion of residential properties under construction. The regulation specifies requirements for protection providers, coverage terms, activation, conversion to repayment guarantees, and enforceability. Entry into force is twentieth day after publication.
Commission Implementing Decision (EU) 2026/1717: Harmonised standards for gas water heaters
Issued 20 July 2026, Decision (EU) 2026/1717 approves harmonised standards for gas water heaters (EN 13203-1:2025) in support of Regulation (EU) No 814/2013 and Delegated Regulation (EU) No 812/2013. The European Committee for Standardisation (CEN) drafted the standards following a Commission request. Compliance confers presumption of conformity relating to ecodesign and energy labelling requirements.
EU Solidarity Fund Decision (EU) 2026/1809: Assistance for Romania, Cyprus, and Spain
Adopted 8 July 2026, Decision (EU) 2026/1809 mobilizes the EU Solidarity Fund for natural disasters. Romania receives €14,339,675 for floods; Cyprus €9,209,223 for wildfires; Spain €120,550,858 for wildfires. The Fund is mobilized under Article 4(3) of Regulation (EC) No 2012/2002 and the Multiannual Financial Framework.
