Commission awards €400 million to 65 projects for industrial heat decarbonisation
The European Commission on 21 May 2026 selected 65 projects from 10 EEA countries under the Innovation Fund Heat Auction, allocating a total of €400 million. The auction aims to accelerate deployment of clean heat technologies and reduce industrial natural gas consumption, with projects in Austria, Belgium, Czechia, Denmark, France, Germany, Hungary, Portugal, Slovenia, and Spain. These projects employ a range of methods, including direct and indirect resistance heating, heat pumps, solar thermal, and hybrid technologies, and are expected to reduce CO2 emissions by 6.6 million tonnes over ten years. Beneficiaries span construction materials, glass, ceramics, pulp and paper, food, textiles, and pharmaceuticals. The European Climate, Infrastructure, and Environment Executive Agency (CINEA) will finalise grant agreements in H2 2026, requiring projects to reach financial close within two years and enter operation within four years. A second round with €1 billion is planned, with draft terms due end-May and a stakeholders’ consultation on 19 June.

Council Decision (EU) 2026/1138 paves way for EU membership in Council of Europe Development Bank
Council Decision (EU) 2026/1138 of 18 May 2026 authorises the opening of negotiations with the Council of Europe Development Bank (CEB) for Union membership. The Commission is tasked as lead negotiator, guided by directives annexed to the Decision. Membership would align EU and CEB priorities in areas such as affordable and social housing, social infrastructure, and support for Ukraine’s reconstruction, with the Working Party of Financial Counsellors overseeing consultation. The Decision names K. Kallas as Council President signatory.

Eurogroup discusses affordable housing and economic outlook
At its 22 May 2026 meeting, the Eurogroup reviewed euro area macroeconomic trends and held exchanges on affordable housing policy challenges facing ministers. The session also included an update on the digital euro project.
