Commission proposes AccelerateEU toolbox to address fossil energy crisis, boost clean energy and infrastructure investment

The European Commission on 21 April 2026 proposed AccelerateEU, a set of coordinated measures designed to protect Europeans from the ongoing fossil energy crisis and accelerate the transition to clean, homegrown energy. President Ursula von der Leyen, Executive Vice-President Teresa Ribera, and Commissioner Dan Jørgensen presented immediate and structural actions, including enhanced coordination on gas storage, oil stock releases, and the establishment of a new Fuel Observatory to monitor transport fuel supply. The package contains a forthcoming Electrification Action Plan setting ambitious targets for the electrification of industry, transport, and buildings, as well as measures to accelerate grid investments and streamline permitting. The Commission will also adopt a State Aid Temporary Framework and increase support for energy-intensive industries and vulnerable consumers, including the expansion of the Social Climate Fund. The proposed measures are intended to align with ongoing Recovery and Resilience Facility (RRF) investments and respond to the request from EU leaders at the March 2026 European Council.

Commission approves €411 million Croatian capital injection into HBOR for sustainable projects

On 19 April 2026, the European Commission authorised a €411 million capital injection by the Croatian government into Hrvatska Banka za Obnovu i Razvitak (HBOR), Croatia's national development bank. The measure, funded by the Recovery and Resilience Facility, aims to support SMEs, renewable energy, infrastructure development, and regional connectivity. The Commission assessed the measure under Article 107(3)(c) TFEU, concluding it addresses market gaps and includes safeguards to prevent crowding out private sector operators. The State aid approval is registered under case number SA.121107.

Commission clears Lisbon metro bid under Foreign Subsidies Regulation, subject to conditions

The European Commission on 20 April 2026 cleared the consortium led by Mota-Engil to participate in the Lisbon 'Violet' metro line public procurement, subject to commitments under the Foreign Subsidies Regulation (FSR, in force since 13 July 2023). The Commission's in-depth investigation found that a consortium partner had received foreign subsidies distorting the tender. The consortium replaced the subsidised entity with Pojazdy Szynowe PESA Bydgoszcz, a Polish manufacturer, thereby removing the distortion. The Commission will monitor compliance with these commitments; this is the first final decision subject to conditions under the FSR in a public procurement context.

Draft report: European Social Fund regulation for 2028–2034—focus on quality employment and social inclusion

The Committee on Employment and Social Affairs (EMPL) published its draft report on 20 April 2026 for the proposal establishing the European Social Fund (ESF) as part of the National and Regional Partnership Plan for the period 2028–2034 (COM(2025)0558, Rapporteur: David Casa). The draft outlines objectives related to quality employment, skills, social inclusion, and the implementation of the European Pillar of Social Rights, including earmarking resources for child poverty and youth employment. The report details thematic concentration requirements, minimum allocations for social inclusion, and support for administrative capacity and partnership with civil society. Several amendments reaffirm the partnership principle and adherence to fundamental rights.

Draft opinion: Cohesion Fund and European Territorial Cooperation—implementation conditions for 2028–2034

On 21 April 2026, EMPL committee rapporteur João Oliveira presented a draft opinion on the proposal for a regulation governing the European Fund for Regional Development and Cohesion Fund for 2028–2034. The opinion addresses implementation conditions for regional development and European Territorial Cooperation (Interreg), with a focus on employment and social affairs. The draft considers the alignment with the Union’s cohesion policy objectives and the integration of employment priorities.

Draft report: Guidelines for trans-European energy infrastructure—updating TEN-E regulation

The Committee on Industry, Research and Energy (ITRE) published a draft report on 24 April 2026 regarding the proposal to revise the regulation on guidelines for trans-European energy infrastructure, amending Regulations (EU) 2019/942, 2019/943, and 2024/1789 and repealing Regulation (EU) 2022/869. Rapporteur Tsvetelina Penkova detailed updates to the TEN-E framework, addressing infrastructure priorities, cross-border energy projects, and the integration of new energy carriers in line with the EU's climate and security objectives.

Provisional deal reached to update social benefit rules for EU mobile workers

On 23 April 2026, the Committee on Employment and Social Affairs (EMPL) announced a provisional agreement with the Council on modernised rules for coordinating national social security systems for mobile workers. The deal—if confirmed—will update unemployment benefit rules and clarify provisions for long-term care, family benefits, and posted workers. Rapporteur Gabriele Bischoff (S&D, DE) noted the text aims to ensure fair coordination, strengthen anti-fraud measures, and improve electronic exchange of social security information (EESSI) between member states.
