Commission refers four Member States to Court over NIS2 cybersecurity Directive transposition
On 7 July 2026, the European Commission referred Ireland, Spain, France, and the Netherlands to the Court of Justice of the European Union for failing to notify transposition measures for Directive (EU) 2022/2555 (NIS2), which aims to improve cybersecurity across 18 critical sectors, including transport. Member States had until 17 October 2024 to transpose the NIS2 Directive, but these four countries have not completed the process. The Commission had previously sent letters of formal notice and reasoned opinions in 2024 and 2025, respectively. The referrals to the Court include requests for financial sanctions, including a lump sum and daily penalties until notification of complete transposition. The focus of the Directive is on protecting network and information systems in sectors ranging from health to transport, with public and private entities required to introduce risk-management and incident-reporting measures. Amendments to the NIS2 Directive were also proposed in January 2026 for legal clarity, but full compliance by Member States remains critical to EU resilience.

Definitive EU anti-dumping duties on Chinese car, bus and lorry tyres
Commission Implementing Regulation (EU) 2026/1540 of 6 July 2026 imposes a definitive anti-dumping duty on imports of new pneumatic rubber tyres for motor cars, buses or lorries (load index ≤121) originating in the People’s Republic of China. The regulation follows an investigation initiated in May 2025 after a complaint from the Coalition Against Unfair Tyre Imports, with detailed procedural clarifications regarding sampling, injury, causation and product scope, including a breakdown of market tiers. Stakeholder comments addressed market segmentation, alleged injury, and technicalities of sampling and product coverage. Duties are imposed under Regulation (EU) 2016/1036, after the Commission's findings of dumped imports and material injury to the EU tyre sector.
EU updates urban mobility data reporting under TEN-T Regulation
Commission Implementing Regulation (EU) 2026/1554 of 9 July 2026 sets rules for the application of Regulation (EU) 2024/1679 regarding the collection and submission of urban mobility data per urban node. The regulation defines indicators and collection methods for sustainability, safety and accessibility in line with the TENtec system and National Administrative Units (LAU) codes. Member States are to submit data by 31 December 2027, and every four years thereafter. The European Data Protection Supervisor gave an opinion as required under Regulation (EU) 2018/1725.
Temporary exclusion of Russian and Belarusian hydrogen supplies from EU market mechanism renewed
Commission Implementing Decision (EU) 2026/1551 of 9 July 2026 renews the temporary exclusion of offers of hydrogen supplies originating in Russia and Belarus from participation in the Hydrogen Mechanism under Regulation (EU) 2024/1789. The exclusion, effective until 30 July 2027, seeks to safeguard the EU hydrogen market from new dependencies and market manipulation, following previous restrictions set by Implementing Decision (EU) 2025/1486. The European Parliament and Council were informed in line with Article 54(2) of Regulation (EU) 2024/1789.

Informal Competitiveness Council ministers discuss industry and internal market
On 9 July 2026, competitiveness ministers held an informal meeting to address issues relevant to the internal market and industry, including road transport and automotive competitiveness. No summary of the conclusions was provided.

ENVI committee: Votes on road transport market stability reserve and extension of CBAM scope
On 6 July 2026, the Committee on the Environment (ENVI) held an extraordinary meeting covering several legislative files relevant to transport and decarbonisation. The agenda included a vote on the provisional agreement for Decision (EU) 2015/1814 regarding the market stability reserve for buildings, road transport and additional sectors (rapporteur: Danuše Nerudová, PPE), as well as the adoption of a draft report on amending Regulation (EU) 2023/956 to extend the Carbon Border Adjustment Mechanism (CBAM) to downstream goods and anti-circumvention measures (rapporteur: Mohammed Chahim, S&D). On 6 July 2026, the ITRE committee (rapporteur: Massimiliano Salini, PPE) published its opinion on the proposed regulation to establish a Temporary Decarbonisation Fund. This fund is intended to support sectors including automotive and road transport in the transition to lower emissions as part of the broader decarbonisation objective.
