Commission begins enforcement of AI Act and new transparency obligations
The European Commission announced that enforcement of Regulation (EU) 2024/XXX, the Artificial Intelligence (AI) Act, will commence on 2 August 2026. The AI Office, supported by Member State authorities and the Scientific Panel, will carry out enforcement, with Professor Alessandro Abate named Lead Scientific Adviser. New transparency requirements for AI-generated and altered content become applicable, including labelling obligations for deepfakes and notifications when interacting with AI systems. The AI Act introduces rules for general-purpose AI models and prohibits harmful practices such as manipulative or exploitative AI systems. The Commission stated that dedicated reporting channels are now available for complaints and whistleblowing on AI Act breaches. The application of high-risk AI system provisions has been postponed to 2 December 2027 under the AI Omnibus, with further rules regarding non-consensual sexually explicit content to apply from 2 December 2026.
Commission leaders issue joint statement for European Roma Holocaust Memorial Day
On 31 July 2026, President Ursula von der Leyen, Executive Vice-President Roxana Mînzatu, and Commissioner Hadja Lahbib released a statement marking the 82nd anniversary of the Roma Holocaust. The statement highlighted the ongoing challenges of antigypsyism and the implementation of the Roma Strategic Framework 2020-2030. The leadership underscored the connection between remembrance and the EU's anti-racism strategy, noting the adoption of the Anti-Racism Strategy 2026-2030. The statement further referenced cooperation with the Council of Europe and the ongoing CERV programme. The declaration called attention to educational initiatives and documentation projects aimed at preserving Roma and Sinti history.

EU and Mexico conclude Strategic Partnership Agreement
The Official Journal L of 31 July 2026 published the Political, Economic and Cooperation Strategic Partnership Agreement between the European Union, its Member States, and the United Mexican States (CELEX: 32026A1509). The agreement covers cooperation in areas including culture, education, creative sectors, and the management of digital content, reaffirming commitments to mutual cultural exchanges, diversity, and respect for intellectual property rights within the cultural and creative industries. The agreement comes into force following signature by both Parties and will replace the 1997 EU-Mexico Agreement.
EU approves modification of geographical indications with Central America
Commission Decision (EU) 2026/1852, adopted on 28 July 2026 and published on 30 July (CELEX: 32026D1852), approves a modification of Annex XVIII to the Association Agreement between the EU and Central America. The update follows Costa Rica’s request to add a new geographical indication and was endorsed by the relevant Sub-Committee and Association Council. The decision takes effect upon publication in the Official Journal.
