U.S. Imposes Import Bans and Additional Tariffs on Canadian Dairy and Agricultural Products

On September 8, 2026, President Trump enacted a proclamation excluding certain Canadian products—including dairy and alcoholic beverages—from the U.S. market in response to Canada’s ongoing tariff-rate quota allocation practices targeting U.S. cheeses. This policy revokes a prior temporary suspension and reinstates both import bans and ad valorem duties following Canada’s failure to resolve the issue. The measures, established under Section 338 of the Tariff Act of 1930 and Section 604 of the Trade Act of 1974, take effect on September 29, 2026, and are enforceable by U.S. Customs and Border Protection. Additionally, the White House announced updates to the scope and coverage of the tariffs, incorporating other agricultural and manufactured products, and directed the removal of Canadian-origin items from federal procurement.

Executive Orders Target Livestock Market Competition and Rancher Support

President Trump issued Executive Orders 14424 and 14425 on September 4, 2026, directing federal agencies to intensify enforcement of the Packers and Stockyards Act and expand interstate market access for U.S. meat producers. The directives call for increased resources in the Packers and Stockyards Division, expanded technical assistance for small processors, and streamlined inspection processes. USDA Initiates Regulatory Modernization for Veterinary Biologics

The USDA issued a request for information on September 11, 2026, seeking public comment on the modernization of regulations under 9 CFR Parts 101-118 and 123-124, which govern the preparation, sale, and distribution of veterinary biologics as per the Virus-Serum-Toxin Act.
