Federal Government News
Federal Government Proposes Canada Groceries and Essentials Benefit to Address Food Affordability and Support Agri-Food Producers
On January 30, 2026, Minister Eleanor Olszewski, on behalf of PrairiesCan, outlined the federal government’s plan to assist households facing rising food costs through the proposed Canada Groceries and Essentials Benefit. Legislation before Parliament would deliver a one-time top-up payment, distributed as early as possible this spring and no later than June 2026, equal to a 50% increase in the annual GST Credit for 2025-26. This measure would provide $3.1 billion in immediate support to existing GST Credit recipients. Additionally, a 25% increase in the benefit is slated for five years starting July 2026, expanding eligibility and delivering an estimated $8.6 billion through 2030-31, benefiting an additional 500,000 individuals and families. Other measures include $500 million from the Strategic Response Fund for businesses to offset supply chain disruptions, a $150 million Food Security Fund under the Regional Tariff Response Initiative for SMEs, immediate expensing for greenhouse acquisitions made after November 4, 2025, $20 million in Local Food Infrastructure Fund support for food banks, and the development of a National Food Security Strategy. The strategy contains provisions for unit price labelling and bolstering Competition Bureau oversight in the food supply chain.
