Federal Government Introduces Legislation to Accelerate Major Projects and Internal Trade
On June 6, 2025, the Government of Canada introduced 'One Canadian Economy: An Act to enact the Free Trade and Labour Mobility in Canada Act and the Building Canada Act.' This legislation proposes to streamline the federal review and permitting process for major nation-building projects, including those in energy transmission, nuclear facilities, pipelines, and critical minerals. The bill envisions a 'two-key' process: projects designated as in the national interest would secure federal regulatory approvals upfront, with a single set of binding conditions issued by a designated minister following consultation with Indigenous Peoples and input from relevant departments.

Legislation Enacted to Enable Offshore Wind in Newfoundland and Labrador
On June 2, 2025, Natural Resources Canada announced that federal and provincial legislation enabling the development of offshore renewable energy in Newfoundland and Labrador has come into force. This follows the passage of Bill C-49 at the federal level in October 2024 and Newfoundland and Labrador’s Bill 90 in March 2025. The framework establishes joint management between federal and provincial governments.

Competition Bureau Issues Final Guidelines on Environmental Claims
The Competition Bureau published its final guidelines on environmental claims on June 5, 2025. The guidelines, updated following two rounds of public consultation and over 400 submissions, reflect amendments to the Competition Act passed in June 2024 introducing new provisions targeting greenwashing. The guidelines clarify that companies are free to make environmental claims provided they are not false or misleading, and require substantiation as appropriate.

Federal Investment to Expand British Columbia’s Hydrogen and Fuel Cell Sector
On June 5, 2025, Pacific Economic Development Canada (PacifiCan) announced an investment of $466,956 in the Canadian Hydrogen Association to support the expansion of B.C. hydrogen and fuel cell companies into international markets. The funding, provided through the Regional Innovation Ecosystem program, will benefit approximately 40 small- and medium-sized businesses. The initiative includes showcasing B.C. companies at international events such as the hy-fcell Expo in Vancouver. PacifiCan references a prior $9.4 million investment in the Clean Hydrogen Hub at Simon Fraser University, aimed at advancing hydrogen production and technologies.

Canada Energy Regulator Reviews Application for Major Electricity Export Permit
The Canada Energy Regulator (CER) published a notice on June 7, 2025, regarding Sparta Energy, Inc.'s application to export up to 2,190,000 MWh of electricity annually to the United States over a ten-year period. The CER is seeking input from interested parties, particularly on the impact of such exports on other provinces and whether Canadian buyers have been offered equal opportunity to purchase electricity. Statistics Canada Releases March 2025 Energy Production Data
On June 2, 2025, Statistics Canada reported that primary energy production reached 2.1 million terajoules in March 2025, up 6.2% year-over-year, with gains in five out of six subsectors. Secondary energy production increased by 0.6%, led by refined petroleum products. Detailed tables on mining industry energy consumption for 2023 were also made available on June 4, 2025.

PHMSA to Prepare Environmental Impact Statement for LNG Facility Regulation Amendments
On June 6, 2025, the Pipeline and Hazardous Materials Safety Administration (PHMSA) announced its intent to prepare an Environmental Impact Statement (EIS) to assess the potential impacts of proposed amendments to pipeline safety regulations for liquefied natural gas (LNG) facilities. The amendments concern updates to 49 CFR part 193, addressing siting, design, construction, operation, and maintenance, and aim to incorporate recent congressional mandates and the 2023 edition of NFPA Standard 59A. PHMSA is accepting comments from agencies and the public until July 7, 2025. The EIS will inform a Notice of Proposed Rulemaking, with a draft EIS to be released for public comment alongside the NPRM.

FERC Technical Conference on Resource Adequacy in RTO/ISO Regions
The Federal Energy Regulatory Commission (FERC) convened a two-day technical conference on June 4-5, 2025, in Washington, D.C. to address resource adequacy challenges in Regional Transmission Organization (RTO) and Independent System Operator (ISO) regions. White House Council on Environmental Quality Launches Digital Tool for NEPA Reviews

Pipeline Safety Administration Issues Advance Notice of Proposed Rulemaking on Regulatory Reviews

Nuclear Regulatory Commission Dockets Petition to Update Industry Codes and Standards
The U.S. Nuclear Regulatory Commission announced on June 6, 2025, that it has received and docketed a petition for rulemaking (PRM-50-127) from the Nuclear Energy Institute. The petition seeks revisions to 10 CFR 50.55a, requesting the removal of outdated IEEE standards, elimination of redundant pressure testing requirements, and incorporation of new ASME Section XI code cases. The NRC is soliciting public comment on the petition until August 5, 2025, and will determine whether to initiate a rulemaking based on the feedback.
