- House Industry and Technology Committee to Study Productivity and Capital Outflow: On November 17, 2025, the House of Commons Standing Committee on Industry and Technology will hold hearings on "Canada's Underlying Productivity Gaps and Capital Outflow". Testimony will include representatives from Canadian banks, the Business Council of Canada, Food, Health & Consumer Products of Canada, and ICTC. Witnesses are scheduled through both morning and afternoon sessions.
- Senate Committee on Energy to Examine Newfoundland and Labrador Offshore Petroleum Industry: The Senate Energy, Environment and Natural Resources Committee will study the offshore petroleum industry in Newfoundland and Labrador on November 18, 2025, hearing from university researchers and executives from Enaimco and Trades NL.
- Senate Committee Review of Ocean Carbon Sequestration in Canada: On November 18, 2025, the Senate Fisheries and Oceans Committee will examine policy and research on ocean carbon sequestration, with presentations from Natural Resources Canada, Environment and Climate Change Canada, and Fisheries and Oceans Canada.
- Senate to Continue Hearings on Newfoundland and Labrador Offshore Petroleum: The Senate Energy, Environment and Natural Resources Committee will resume hearings on Newfoundland and Labrador's offshore petroleum sector on November 20, 2025, with panellists including representatives from the Fish, Food and Allied Workers Union, the Canadian Association of Petroleum Producers, and Trades NL.

Budget 2025: Federal Government Announces Climate Competitiveness Strategy
On November 9, 2025, federal ministers Julie Dabrusin (Environment and Climate Change) and Tim Hodgson (Energy and Natural Resources) outlined Canada’s new Climate Competitiveness Strategy during an appearance at the Pearl Street Energy Centre in Toronto. The plan aims to attract over $1 trillion in energy investment over five years with investments across nuclear, hydro, wind, energy storage, and grid infrastructure. Pillars of the strategy include: broadening Clean Economy Investment Tax Credits (15% Clean Electricity, expanding eligibility for the 30% Clean Technology Manufacturing credit), extending the Carbon Capture, Utilisation, and Storage investment tax credit through 2035, and new support for critical mineral projects. Regulatory changes include finalizing enhanced methane regulations for the oil and gas sector, developing a post-2030 carbon pricing trajectory, and harmonizing or linking carbon credit markets. The government also commits over $2 billion in new spending over five years for critical mineral projects, establishing a new Critical Minerals Sovereign Fund and expanding the Critical Mineral Exploration Tax Credit. Clean energy project eligibility will expand to small nuclear and methane pyrolysis hydrogen. Federal contracts for difference will support future carbon price certainty for long-term investors.

Federal Statistics: Canada’s Energy Supply and Demand Rises, Pipeline Expansion Spurs Exports
Statistics Canada reported that Canadian energy production, exports, and domestic consumption increased in 2024 over the previous year, citing higher energy use in the mining, oil and gas extraction, and pipeline transportation subsectors. The start of commercial operations on the expanded Trans Mountain Pipeline in May 2024 contributed to greater crude oil export volumes.

Budget 2025 Investments Emphasize Carbon Pricing and Regulatory Clarity
Announced across Calgary, Saint-Laurent, and Burnaby, senior federal officials, including Eleanor Olszewski (Minister of Emergency Management and Community Resilience), Marjorie Michel (Minister of Health), and Randeep Sarai (Secretary of State for International Development), reinforced the government’s focus on industrial carbon pricing, providing regulatory predictability, issuing investment tax credits for clean economy development and critical minerals, and accelerating capital mobilization for transition to net zero. The government links these themes with efforts to attract international investment, job creation, and innovation in energy system modernization. These measures will affect upstream and downstream oil and gas sectors through strengthening of regulations and new benchmarks for emissions reductions.

Federal Data: Petroleum & Coal Manufacturing Sales Climb in Q3 2025
Statistics Canada’s September 2025 Monthly Survey of Manufacturing reports a 3.3% increase in manufacturing sales for the month, driven by higher sales in petroleum, coal products, and transportation equipment. Total manufacturing sales rose 2.8% in the third quarter compared to the previous quarter.

Alberta Expands Methane Emissions Reduction Programs
The Government of Alberta announced $29 million in funding for two new methane emissions reduction programs under the TIER system, including a $22 million Methane Reduction Deployment Program and a $7 million Methane Reduction Demonstration Program for startups. The province reports a 52% reduction in methane emissions from upstream oil and gas since 2014.

Ontario Secures $165 Million Private Investment in Biofuel Facility
Ontario will support the Convertus Group’s $165 million biofuel facility in York Region, with $2 million in provincial funding through the Advanced Manufacturing and Innovation Competitiveness stream. The facility will process 200,000 tonnes of organic waste annually, producing renewable natural gas and using CO2 liquefaction technology.

Quebec Climate Committee Recommends 45% GHG Reduction by 2030
Quebec's Advisory Committee on Climate Change recommends a 37.5%-45% greenhouse gas reduction by 2030, intermediate targets for 2035 and 2040, and carbon neutrality by 2045. The advisory also suggests sectoral roadmaps and carbon budgets.

Gulf of America OCS Oil and Gas Lease Sale Finalized Under New Legislative Mandate
The Bureau of Ocean Energy Management (BOEM) confirmed that Lease Sale BBG1 for the Gulf of America Outer Continental Shelf (formerly Gulf of Mexico) will take place December 10, 2025, as required by the One Big Beautiful Bill Act. The sale mandates at least 80 million acres be offered, using lease terms and stipulations from Lease Sale 254 (2020). Key features include minimum royalty rates, bid deposit requirements, and restrictions for specific ecological and military areas. Revised adequacy procedures for bid evaluation and a ten-year primary term for deepwater leases will apply. The first lease sale under the OBBBA ensures an increased GOMESA revenue sharing cap—now set at $650 million through 2034.

EPA Approves Texas Class VI Primacy Application for CO2 Storage Wells
The EPA approved Texas’ application for primary enforcement authority over Class VI underground injection wells used for geologic CO2 storage, effective December 15, 2025. The Texas Railroad Commission is now authorized to issue and enforce Class VI permits, while the EPA retains authority over such wells on Indian lands. The new program includes technical, financial assurance, and monitoring requirements intended to protect underground sources of drinking water.

BOEM Releases Cook Inlet Proposed Oil & Gas Lease Notice
The Bureau of Ocean Energy Management issued a proposed notice of Oil and Gas Lease Sale 1 for the Cook Inlet area offshore Alaska, with bid opening scheduled for March 4, 2026. The notice specifies lease stipulations, royalty rates, and environmental exclusions. State and local governments have until January 9, 2026, to comment on the size and timing.

EPA Proposes Amendments to PFAS Data Reporting, Exempting Importers of Articles and Byproducts
The EPA proposed amendments to TSCA section 8(a)(7) reporting for perfluoroalkyl and polyfluoroalkyl substances (PFAS), exempting importers of articles, as well as manufacturers of byproducts, impurities, non-isolated intermediates, and R&D chemicals. Under the revision, a de minimis threshold of 0.1% would apply to PFAS content in mixtures and articles. The new provisions aim to reduce regulatory burden while retaining reporting on core manufacturing activities.

EPA Releases Supplement on Matagorda Ship Channel EIS, Receives Comments Through December
The EPA issued the Draft Supplemental Environmental Impact Statement for the Matagorda Ship Channel Improvement Project in Port Lavaca, Texas, with a comment period open until December 29, 2025. The EIS addresses navigation channel expansion relevant to shipborne crude transport.
