Government Releases Right to a Healthy Environment Implementation Framework and Chemicals Management Plan under CEPA
On July 23, Environment and Climate Change Canada published three major instruments required by the modernized Canadian Environmental Protection Act, 1999 (CEPA): the Implementation Framework for the Right to a Healthy Environment, the Plan of Priorities for Chemicals Management, and a strategy to replace, reduce, or refine vertebrate animal testing. The Framework details how federal officials will assess the right to a healthy environment in regulatory decisions under CEPA, incorporating new principles such as environmental justice and non-regression. The Plan of Priorities identifies over 30 substances and substance groups—encompassing about 500 chemicals—for assessment, including those with carcinogenic, mutagenic, reproductive toxicant, or endocrine-disrupting properties, and those impacting at-risk populations or contributing to cumulative risks. The government set an eight-year review cycle for the Plan, with updates possible if new science or substances warrant reassessment. The animal testing strategy aligns with amendments to the New Substances Notification Regulations and builds on the 2023 cosmetic animal testing ban. These measures were shaped by consultation with stakeholders throughout 2024, and their implementation will affect upcoming risk assessment, chemical management, and regulatory compliance for chemical, oil and gas, and related industries.

Minister Sidhu Meets Industry and Visits LNG Canada during BC Trade Mission
From July 17 to 21, Minister of International Trade Maninder Sidhu visited British Columbia to meet provincial and industry leaders, as well as companies operating in the energy, aerospace, and defense sectors. In Kitimat, Minister Sidhu toured LNG Canada, Canada’s first export-oriented LNG facility, and discussed its exports to Asian markets. During the trip, Sidhu addressed the Surrey Board of Trade, participated in a roundtable with the Business Council of British Columbia, and discussed energy sector growth priorities with his provincial counterpart, Ravi Kahlon. The trade mission included visits to the Port of Vancouver and meetings with logistics and airport executives to review cargo capacity and export connectivity. These engagements are part of Canada’s Indo-Pacific Strategy and aim to support oil, gas, and clean energy firms’ access to international markets as well as supply chain efficiency.

Canadian International Trade Tribunal Renews Order on Structural Tubing Imports
On July 16, the Canadian International Trade Tribunal continued, without amendment, its existing order regarding structural tubing originating in or exported from South Korea and the Republic of Türkiye. The continuation, issued under the Special Import Measures Act and published in the July 26 edition of Canada Gazette, Part I, sustains anti-dumping and/or countervailing measures that directly affect the importation of specified steel tubing products. The full description of affected goods is detailed in the Tribunal’s order, and the decision holds implications for procurement and supply planning among energy and infrastructure sectors reliant on imported structural steel.

Statistics Canada Releases May and June Data on Natural Gas, Crude Oil, and Petroleum Product Flows
Statistics Canada published several key datasets this week relevant to energy production and logistics. May data are available for natural gas transmission, storage, and distribution, as well as for crude oil and other liquid petroleum product transportation and storage. Additionally, June data on refined petroleum products, including production and inventory levels, can be obtained on request. These releases provide updated figures impacting operational planning in upstream, midstream, and downstream segments.

Industrial Product and Raw Materials Price Indexes Show Increases in June
In June 2025, the Industrial Product Price Index climbed by 0.4% month over month and 1.7% year over year. The Raw Materials Price Index rose 2.7% since May, and 1.1% compared to June 2024. These cost trends feed into input prices for oil and gas extraction, refining, and petrochemical manufacturing, with possible impacts on margins and procurement strategies.

Manufacturing Advance Indicator Points to Growth in Petroleum and Coal Subsector
An advance estimate from the Monthly Survey of Manufacturing indicates that total Canadian manufacturing sales grew by 0.4% in June, led by gains in the petroleum and coal product subsector. This result, while preliminary, points to continued demand in refining and related downstream markets for hydrocarbons entering the summer period.

Gulfstream LNG Project Application Advances Review for New Export Facility in Louisiana
On July 7, Gulfstream LNG Development, LLC filed its application with the Federal Energy Regulatory Commission (FERC) for authorization to construct and operate an LNG export facility in Plaquemines Parish, Louisiana. The proposed facility includes three liquefaction trains with a combined capacity of four million metric tonnes per annum, truck loading operations, two berths, and a 200,000 m³ LNG storage tank. The project enters a new phase of environmental review, with a 90-day timeline for FERC staff to complete or schedule an environmental assessment. Public comments and interventions are due by August 11, 2025. Water quality certification from Louisiana authorities remains pending. The project’s progression will inform LNG market supply chains throughout North America, including potential impacts for exporters and service providers.

Golden Pass LNG Terminal Seeks Blanket Authorization for LNG Re-Export
Golden Pass LNG Terminal LLC submitted an application to the Department of Energy on June 26 to obtain blanket authorization to export up to 50 billion cubic feet of previously imported liquefied natural gas over two years. The terminal, situated at Sabine Pass, Texas, would export to countries with which the U.S. does not have a free trade agreement, pending DOE review. The request does not cover exports of domestically produced gas. Parties have until August 20, 2025, to file protests or comments. Approval of this request would allow flexible re-exports of foreign LNG stock and could influence Gulf Coast terminal operations and regional balancing of liquefied gas inventories.

Great Basin Gas Transmission 2026 Expansion Project Schedules Environmental Assessment
FERC announced its schedule for the environmental assessment of Great Basin Gas Transmission Company’s planned 2026 expansion, targeting increased transport capacity by 8,129 dekatherms per day to meet demand in North Nevada and Northern California. The project proposes 2.3 miles of new 20-inch pipeline along the Carson Lateral (Washoe County, NV), and replacement of 2.4 miles of 10-inch with 20-inch pipeline in Lyon County, NV. The assessment will be released by November 25, 2025, followed by a 30-day comment period. The federal authorization deadline is set for February 23, 2026. Stakeholder submissions included wildlife, cultural, and survey concerns.

FERC Issues Notices on Natural Gas Pipeline Rate Filings and Compliance
Over the reporting period, FERC published notices regarding several pipeline rate and compliance filings. These included a request by Phillips 66 Carrier LLC to use Account 665 for asset loss on the sale of its South Texas Gathering System, a Rockies Express Pipeline multi-shipper agreement filing (effective August 18), and a Cove Point LNG operational gas sales and purchases report. Transcontinental Gas Pipe Line filed new negotiated rate agreements for Duke Energy Florida, effective May 1. Filing deadlines and intervention windows have been stated in the notices. These procedural filings are part of ongoing regulatory processes with implications for rate structures and operational costs in pipeline transportation.

EPA Withdraws Proposed Rule on Project Emissions Accounting for NSR Permitting
On July 21, the U.S. Environmental Protection Agency formally withdrew its proposed rule on changes to project emissions accounting for the Prevention of Significant Deterioration (PSD) and Nonattainment New Source Review (NNSR) permitting programs. The decision, following review of public comments, cited insufficient justification for revising New Source Review applicability criteria under the Clean Air Act and concerns over increased burden and uncertainty for regulated entities. The action maintains the 2020 final rule, which allows both emission increases and decreases resulting from a project to be counted in Step 1 of NSR applicability. Stakeholders argued the proposed changes would complicate permitting and lead to redundant data collection. No further rulemaking on this issue is currently planned.
