Canada Allocates $21.5 Million to Carbon Capture Initiatives in Alberta

Natural Resources Canada announced on July 4 funding exceeding $21.5 million for a series of carbon capture, utilization, and storage (CCUS) and related technology projects in Alberta. Minister Tim Hodgson detailed recipients and objectives, including Bow Valley Carbon Cochrane Limited Partnership ($10 million) for a CO2 compression, pipeline, and sequestration well targeting 40,000 tonnes of annual emissions from the Interpipeline Cochrane Natural Gas Extraction Plant. Additional grants include $4 million for Enbridge’s Wabamun Hub CO2 storage optimization, $5 million for Enhance Energy’s Origins CCS Hub, and $538,000 to OptiSeis Solutions for advanced subsurface monitoring. OCCAM’s Technologies will receive over $2 million to develop small-scale carbon capture for diesel generators, with applications in distributed and hard-to-abate sectors. The program aims to accelerate Canadian CCUS innovation, scale storage solutions for industrial sources, and provide shared technical data to academia.

Non-Taxability of Canada Carbon Rebates for Small Businesses Outlined

The Department of Finance released draft legislation on June 30 clarifying the non-taxable status of all Canada Carbon Rebate payments issued to small- and medium-sized businesses, retroactive to the 2019-20 fuel charge year and including the final payment for 2024-25. This draft, issued by Minister François-Philippe Champagne, ensures that rebates do not constitute taxable income and provides guidance for corporations that have either filed their tax returns or not yet filed. If the bill becomes law, the Canada Revenue Agency will process applicable amended returns or reassessments automatically for eligible corporations. The department also confirmed the wind-down of the program with the removal of the federal fuel charge on April 1, 2025.

Federal Investment Targets Emissions Reductions in Alberta and the Northwest Territories

Environment and Climate Change Canada announced five recipients of Low Carbon Economy Fund support exceeding $13.3 million, spanning several projects in Alberta and the Northwest Territories. Key funded projects include Sherritt International’s $1.6 million boiler economizer installation in Fort Saskatchewan to cut natural gas use and Cavendish Farms’ $1.4 million for fryer exhaust heat recovery in Lethbridge. Taurus Canada Renewable Natural Gas will receive $3.4 million for a pilot manure-based anaerobic digestion facility capturing and storing biogenic carbon, while Denendeh Manor GP Ltd. is allocated $2.3 million for energy efficiency retrofits in Yellowknife. Inuvialuit Regional Corporation’s $4.6 million initiative supports improved solar energy access.

Federal Equivalency Agreement on Methane Regulations with Alberta Open for Comment

On July 5, the Department of the Environment published notice of a proposed equivalency agreement with Alberta regarding methane emissions regulations for the upstream oil and gas sector. The agreement would recognize Alberta’s regulations as equivalent to federal rules pursuant to the Canadian Environmental Protection Act, 1999. The draft is available on the Canadian Environmental Protection Act Registry, and any individual or organization can submit written comments or notices of objection within 60 days.

Natural Resources Sector GDP Up 1.6% in Q1 2025

Statistics Canada reported that real gross domestic product in the natural resources sector, which includes oil and gas, rose 1.6% in the first quarter of 2025 compared to a 0.2% increase in the previous quarter.

Presidential Actions Permit Cross-Border Pipelines for Crude Oil and NGLs

President Donald J. Trump issued two separate Presidential permits on June 30. Junction Pipeline Company, LLC was authorized to construct, connect, operate, and maintain pipeline facilities at Toole County, Montana, at the U.S.-Canada border, supporting crude oil and petroleum product imports, excluding natural gas regulated under other statutes. The permit outlines required compliance with all relevant laws, facility maintenance, indemnification, and potential surrender of assets for national security reasons. Separately, Steel Reef US Pipelines LLC received a permit to operate and maintain existing pipeline facilities at Burke County, North Dakota, for exports of natural gas liquids (NGLs).

Memorandum Directs Agencies to Update Energy Infrastructure Funding Processes

On June 30, President Trump instructed federal agencies to revise and coordinate funding procedures for energy infrastructure and critical mineral projects. The directive requires the elimination of duplicative diligence, sharing of project funding data among agencies via the National Energy Dominance Council (NEDC).

Multiple FERC Pipeline Proceedings Updated

Two new Combined Notices of Filings from FERC, published June 30 and July 3, catalogued a series of natural gas pipeline petitions, rate adjustments, waiver applications, and refund filings, including those by Jay-Bee Production Company, Iroquois Gas Transmission System, EQT Energy, Alliance Pipeline, Kern River Gas Transmission, and others. Comment deadlines for these proceedings fall between July 7 and July 16, 2025. Filings relate to negotiated transportation rates, refund calculations, temporary waivers, and compliance documents.
