Canada Amends Surtax Order in Response to U.S. Tariffs on Energy and Other Goods
Canada has updated the United States Surtax Order (2025-1), following U.S. tariffs of 25% on Canadian goods and 10% on imported energy products from Canada, later narrowed to exclude CUSMA-compliant goods. The Canadian response included reciprocal 25% tariffs on $30 billion in U.S. imports, with a further 25% surcharge on $29.8 billion in steel, aluminum, and related products after U.S. section 232 tariffs were broadened. The Canadian government concluded a public comment period on additional measures and noted the ongoing dispute regarding U.S. market access obligations under CUSMA. The regulatory update, issued April 23, 2025, outlines Canada's readiness to apply further trade measures under the Customs Tariff Act.
